Job summary

Hill International is seeking an experienced Human Resources Business Partner to support leaders across California and the Western United States. This role moves beyond transactional HR to become a trusted business advisor, partnering with regional leadership to shape workforce strategy and organizational effectiveness.

You will advise on employee relations, performance management, and change initiatives while ensuring compliance with state and federal laws, including California-specific

Qualifications

• Bachelor's degree in HR, Business Administration, Organizational Development, or related field.
• 5+ years of progressive HR Business Partner or Employee Relations experience.
• Active U.S. Department of Defense Top Secret (TS) Security Clearance required.
• Strong knowledge of California employment law and multi-state HR practices.
• Proven ability to build relationships and influence leaders at all levels.
• Exceptional communication, coaching, consulting, and problem-solving capabilities.
• Experience supporting geographically dispersed teams.

Responsibilities

• Advise California and Western US leaders on HR strategy and workforce planning.
• Partner with leaders on talent management, succession planning, engagement, and org design.
• Provide guidance on employee relations, investigations, performance management, coaching, and conflict resolution.
• Support decisions with workforce analytics and HR insights.
• Lead change management and transformation initiatives.
• Ensure compliance with federal, state, and local employment laws, with emphasis on California practices.
• Collaborate with Centers of Excellence and regional leadership to implement HR programs.
