Job summary

The North Carolina Department of Natural and Cultural Resources (DNCR) is seeking a Procurement Specialist II to manage the Department's P-Card program, reconcile thousands of transactions, and ensure compliance with state policies.

Qualifications

• Demonstrated experience developing internal controls.
• Demonstrated experience establishing and maintaining effective working relationships with personnel and/or vendors.
• Demonstrated experience communicating effectively in verbal and/or written form.

Responsibilities

• Oversees reconciliation of P-cards and verifies transactions for the DNCR. Utilizes Bank of America Works and NCFS to resolve discrepancies.
• Conduces periodic compliance reviews and suggests corrective actions or process improvements.
• Analyzes reconciliation and audit results to identify errors and training needs; develops procedures and reports.
• Acts as backup to Assistant Director in DNCR IT solicitations initiation, preparation, and execution.
• Uses RFP, RFQ and IFB forms to meet procurement needs and protect the Department; manages bid processes and awards.
• Backups DNCR lease management following State Property Office guidelines; prepares and manages leases.
