Job summary

Manpower, Inc. is seeking a Procurement Specialist for a defense and aerospace client in Phoenix, AZ. You will support cross-functional program teams, manage subcontracting activities under FAR 15, and collaborate with engineering, pricing and supplier management.

The role requires at least 3 years in procurement, knowledge of FAR/DFARS, strong negotiation and collaboration skills. The position offers a hybrid schedule after 90 days on assignment and exposure to regulated industry procurement.

Qualifications

• Minimum 3 years of experience in procurement, supply chain, contracts & legal, business, or finance.
• US Citizen required due to contractual requirements.
• Experience supporting or executing FAR 15 subcontracting activities.
• Knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFARS).
• Strong negotiation skills and the ability to understand and negotiate contract terms and conditions.

Responsibilities

• Execute FAR 15 subcontracts in accordance with FAR, DFARS, and other applicable regulations.
• Conduct supplier market research and evaluate supplier information to identify qualified suppliers.
• Obtain and manage solicitation documentation, including drawings, supplier scorecards, and historical purchasing data.
• Support subcontract negotiations involving pricing and terms and conditions.
• Manage supplier relationships and collaborate with cross-functional teams to ensure procurement compliance and program success.
