Job summary

Blue Cross NC is seeking a Senior IT Category Manager to lead sourcing and governance for IT hardware, software, and services. You will partner with business owners and the Vendor Contracting team to optimize contracts and drive total cost of ownership reductions.

You will manage category strategies, bid processes (RFP/RFI/RFQ), and performance metrics while coordinating with stakeholders across the organization to ensure compliant, value-driven procurement.

Qualifications

• Bachelor's degree or advanced degree (where required).
• 5+ years of experience in related field.
• In lieu of degree, 7+ years of experience in related field.

Responsibilities

• Establish sourcing strategies for IT hardware and related services with internal stakeholders.
• Conduct sourcing events with project work plans, category profiles, and evaluation criteria.
• Develop and implement bid documents (RFP/RFI/RFQ) and track performance metrics.
• Forecast market dynamics and share expertise across products and services.
• Source products/services with proven tools and analytics to drive results.
• Evaluate total cost of ownership and provide optimization recommendations.
• Participate in cross-functional vendor negotiations and risk mitigation.
• Review and lead supplier relationship management and performance.
• Foster vendor engagement and coordinate vendor reviews.
• Develop, track, and manage yearly vendor plans; ensure compliance.
• Coordinate vendor risk assessments and mitigation plans.
• Serve as escalation point for vendor contract issues and resolutions.
• Collaborate with Compliance, Legal, Audit and Risk on contracts.
• Develop new procedures and training to improve processes.
