Job summary

FreedomCare in Illinois seeks a Manager of Operations to lead Home Services Program operations, ensuring compliant service delivery and timely caregiver onboarding. You will partner with clinical, compliance, payroll, and IT teams to drive growth, optimize workflows, and maintain audit readiness while delivering high-quality care across the IL market.

The role requires strong leadership, hands-on problem solving, and a passion for improving home care through scalable processes and technology.

Qualifications

• Bachelor's degree in healthcare administration, business, operations, public health or related field preferred; equivalent experience may be considered.
• 5+ years of operations leadership experience in healthcare/regulated environments.
• Experience managing multi-function teams and ensuring compliance and performance.
• Knowledge of Illinois Home Services Program (HSP) and related regulatory requirements is preferred.

Responsibilities

• Serve as the operational leader for Illinois Home Services Program operations, ensuring compliant, customer-centered service delivery.
• Lead infrastructure, workflows, staffing models, technology use, SOPs, training materials, and performance controls.
• Manage day-to-day operations from referral intake through service authorization and caregiver onboarding.
• Maintain audit readiness, documentation quality, and service-delivery alignment with authorized plans.
• Build relationships with IDHS/DRS, referral partners, and internal teams to support compliant growth.
• Hire, train, and develop Illinois operations staff and monitor key metrics for improvement.
