Qualifications

• Strong background in personnel research and HR management principles.
• Experience applying test theory, psychometrics, statistics, and research methods.
• Ability to design, analyze, and validate HR assessment tools.

Responsibilities

• Participate in research to evaluate HR systems and tools.
• Consult with management on conclusions and recommendations.
• Apply test theory, psychometrics, and statistics to HR data analysis.
• Analyze job requirements to support development of HR testing tools.
• Draft revisions of agency policies related to human capital initiatives.
• Prepare reports, briefing slides, white papers, memos, and other deliverables weekly to monthly.
• Advise Government to assess impact of laws and regulations on work initiatives.
• Develop and validate personnel assessment tools for selection or promotion.
• Provide project management support: timelines, progress, and status updates.
• Assist in data collection and analysis using qualitative and quantitative methods.
• Lead meetings, trainings, and briefings on HRR initiatives weekly to monthly.
• Record timekeeping data in the agency system.
