Job summary

ICF is seeking staff with deep expertise in talent management consulting, I/O psychology, and validated personnel assessments. The role focuses on assessment development, validation, and workforce research for federal clients in a fast‑paced environment on site in DC.

You will lead and contribute to end‑to‑end projects, advising clients on strategy and translating complex findings into clear, actionable insights for non‑technical audiences.

Qualifications

• Advanced degree in Industrial/Organizational (I/O) Psychology with education and post‑degree experience aligned to task requirements.
• Senior-level candidates: 8+ years with Master’s or 6+ years with PhD, related to the task requirements.
• Minimum 1 year in assessment development, employee assessments, psychometrics, and validation.
• Minimum 1 year consulting on Federal HR or Talent Management.
• Minimum 1 year providing project management support with timelines and status reporting.
• Minimum 1 year with statistical software (e.g., SAS, SPSS, R) and data visualization tools (Tableau or Power BI).
• US Citizen if required by contract.

Responsibilities

• Contribute to the development of innovative, timely, high quality organizational and workforce solutions across multiple projects.
• Conduct applied HR research, develop and maintain effective assessments for selection and promotion.
• Analyze job requirements to support testing and career development tools.
• Develop and validate personnel assessment tools for selection or promotion.
• Evaluate effectiveness of HR systems and provide actionable recommendations.
• Conduct psychometric research and analyze data to answer research questions.
• Describe results in practical language and create technical and non-technical reports and briefings.
• Ensure compliance with laws and regulations impacting initiatives.
• Assist in meetings, workshops, trainings, and briefs.
• Build relationships with Federal clients.
