Job summary

Qualifications

  • Bachelor's degree in HR, psychology, business or public administration or related field.
  • Six years of HR experience with at least two years in a lead or supervisory capacity.
  • Willingness to pass a pre-employment physical examination for non-regular employees.
  • Experience in labor relations and benefits, classification and compensation is preferred.

Responsibilities

  • Oversee labor/employee relations, including MOUs, grievances and appeals, and communications with labor parties.
  • Recommend and implement HR policies and procedures across the division.
  • Improve and monitor HR programs; assess workload and resource allocation; drive efficiencies.
  • Conduct organizational studies and ad hoc projects; analyze data and present findings.
  • Provide guidance on performance issues and disciplinary actions as needed.
  • Oversee benefits programs, COBRA administration, and leave management.
  • Oversee classification and compensation programs including job analyses and studies.

Job description

Central San, a forward-thinking public utility, is seeking an experienced human resources practitioner to fill a newly created Human Resources Supervisor position. The Human Resources Supervisor will supervise the Human Resources workgroup, including three Human Resources Analyst and two Administrative Services Assistant positions. The position will provide leadership and technical oversight to a multi-disciplinary team supervising projects in all areas of Human Resources, including labor relations, benefits administration, payroll, recruitment, and classification and compensation.

The ideal candidate will be a well-rounded HR professional with extensive experience in labor relations. Duties of the position include:

  • Oversee labor/employee relations, which includes implementing and interpreting memorandum of understanding(MOU) provisions; meeting with labor representatives on a variety of issues; conducting meet and confers, managing the grievance and appeal processes; facilitating communications between management, labor representatives, and employees to resolve a variety of issues.
  • Recommend, develop, and implement policies and procedures, including standard operating procedures for functional areas within the Division.
  • Develop and standardize procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs, assess and monitor workload and resource allocation(s); identify and recommend opportunities for improvement.
  • Conduct a variety of organizational studies and manage ad hoc projects; research and analyze industry data to develop, recommend, and implement best practices; prepare and present findings and reports to management.
  • Provide guidance to District management on performance issues, performance improvement plans, and the applicable disciplinary process. Assists in or independently investigates complaints and misconduct allegations; recommends and implements corrective action.
  • Oversee comprehensive employee benefits programs, including health, dental, vision, retirement, as well as a variety of supplemental benefits and COBRA administration; supervise leave administration ensuring legal and contractual compliance.
  • Oversee administration of classification and compensation programs, including job analyses, classification studies, compensation studies, and development and implementation of compensation strategies.
Education:

Bachelor's degree from an accredited college or university with major coursework in human resources, psychology, business or public administration, or a related field.

Experience:

Six (6) years of progressively responsible experience in human resources administration or related programs, including at least two (2) years in a lead or supervisory capacity.

Substitution:

Four (4) years of additional qualifying experience as noted above may be substituted for the Bachelor's degree.

Successful candidates not currently employed in regular status by the District must pass a pre-employment physical examination to be considered for appointment.
