JOB TITLE: Human Resources Specialist-Recruitment, Grade 22

SALARY: $2,942 annually (Includes generous benefits package)
HOURS: 40 hours per week
Monday through Friday, 8:30am to 5:00pm
EDUCATION/EXPERIENCE: Bachelor’s degree; focus in personnel, business administration, or related fields; job competencies experience a plus; non-degree applicants with 3+ years of recruitment experience will be considered; high school diploma or GED required.
ESSENTIAL FUNCTIONS
- Prepares recruitment information and materials for internal and public job postings, Library job site postings and job line, local colleges, bulletin board postings and subscription ads;
- Provides assistance to the public and employees regarding inquiries about vacancies and the employment application status;
- Evaluates resumes, applications and cover letters to ensure accuracy and completion; conducts interviews with managers; coordinates background checks, reference verification, and confirms completion of new hire drug testing;
- Assists the Director of Advancement with background checks for volunteer applicants.
- Assists with the development of new strategies to identify and attract diverse candidates by using traditional and non-traditional resources, such as career fairs, online job fairs, community network events, etc.;
- Extends job offers to the selected candidate, verbally and in writing; assists with the New Employee Orientation (NEO) process ensuring all paperwork is complete and accurate; compiles NEO packets and manuals;
- With oversight from the HR Director, maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices;
- Executes all tasks and related communication with discretion and sound judgment, prioritizing policy adherence and confidentiality standards;
- Develops and coordinates training programs (working in conjunction with the Training Department) for managers with the goal of improving recruiting and hiring processes, and reducing turnover;
- Maintains confidential documents and information in a secure office environment;
- Serves as a notary public for the department and in the absence of the Administrative Assistant.
- Provides broad support for the HR Department including, but not limited to, staff training, assistance with wellness programs, etc.; may serve as the point of contact in the absence of the HR Director.
KNOWLEDGE & SKILLS
- Bachelor’s degree; focus in personnel, business administration, or related fields; job competencies experience a plus; non-degree applicants with 3+ years of recruitment experience will be considered; high school diploma or GED required.
- A minimum of two years of previous and proven recruiting experience is desired.
- Must possess considerable skill in all interviewing techniques and extensive knowledge of personnel policy and procedure and Federal and State laws regarding employment and Human Resources practices.
- General knowledge of basic research and survey techniques as well as report writing and strong computer skills with the ability to learn moderately complex computer software programs;
- Must have the ability to establish rapport with others in person and on the telephone and maintain effective working relationships with the public and library staff.
- Possession of an appropriate driver’s license valid in the State of South Carolina and 10-year good driving record.
