Job summary

Arkansas State University-Beebe is seeking an Human Resources Specialist on the Beebe campus. This exempt role reports to the Associate Vice Chancellor for Human Resources and focuses on developing and maintaining HR and payroll processes, new hire orientation, and handling employee HR and payroll issues.

The position also manages the Tuition Discount program, creates electronic forms and maintains records to ensure compliance with ADHE, state and federal employment laws.

Qualifications

  • Associate degree in Business, Communication, Accounting or related field is required or equivalent experience.
  • Minimum of three years of in-person customer service experience.
  • Two years of human resources experience, or one year of supervisory experience.
  • SHRM or HRCI certification is a plus but not required.

Responsibilities

  • Coordinate the orientation, onboarding, and offboarding for all employees.
  • Maintain employee records in compliance with employment laws.
  • Oversee the Tuition Discount program and work-study processes.
  • Complete I-9 forms, verify documentation and maintain I-9 files.
  • Serve as initial contact for the Human Resources office and provide admin support.
  • Assist payroll with back-up processing and pay-related inquiries.

General Description

This position is located on the Beebe campus, is exempt and reports to the Associate Vice Chancellor for Human Resources. It is responsible for developing and maintaining written human resources and payroll processes and procedures for Arkansas State University-Beebe. New hire orientation and new hire file compilation are duties handled in this position as well as handling employees human resources and payroll issues. The Human Resources Specialist is responsible for the Tuition Discount program, creating and maintaining electronic forms, mapped processes, and paper forms for both human resources and payroll. Adhering to all compliance and reporting requirements required by ADHE, state and federal employment laws. Project participation and committee service are required as needed or appointed. This position serves as the first point of contact for the office and provides administrative support to the Director of Human Resources and other staff.


Key Responsibilities


  • HR Administration (25%): Coordinates the orientation, onboarding, and offboarding for all employees

  • HR Administration (25%): Responsible for the Employee and Dependent Tuition Discount program

  • HR Administration (25%): Oversees the Federal and Institutional Work Study Process

  • HR Administration (25%): Maintains employee records and files in compliance with employment laws

  • HR Administration (25%): Serves as initial contact for the Human Resources office



  • Compliance & Reporting (25%): Ensures compliance with all applicable employment laws and regulations

  • Compliance & Reporting (25%): Stays current on ASU System policies, fulfilling compliance standards and providing the college community with basic information when required

  • Compliance & Reporting (25%): Completes I-9 forms, verifies I-9 documentation and maintains I-9 files

  • Compliance & Reporting (25%): Maintains accurate employee records and documentation

  • Compliance & Reporting (25%): Tracks professional development and performance appraisals for all employees

  • HR Projects (10%): Assists with various projects including performance appraisals and employee surveys

  • HR Projects (10%): Creates and maintains Human Resources standard operating procedures and electronic forms

  • Other (10%): Completes verifications of employment, tracks concurrent employment and completes necessary documentation and oversees the education discount process

  • Payroll Administration (5%): Serves as back-up for payroll processing ensuring accurate and timely payment of wages

  • Payroll Administration (5%): Assists management, faculty and staff with pay-related issues

  • Administrative Tasks (25%): Provides exemplary customer service for applicants, employees, and visitors

  • Administrative Tasks (25%): Retrieves and distributes mail

  • Administrative Tasks (25%): Makes copies, files, scans, and emails documents as needed

Required Qualifications

Associate degree in Business, Communication, Accounting or other related degree is required while a bachelors degree is preferred. Minimum of three years of in-person customer service experience, two years of human resources experience, or one year of supervisory experience. Part or all the education may be substituted with related experience. Higher education experience preferred but not required. Experience with highly confidential information is desired SHRM or HRCI certification is a plus but not required. This position may require travel between all Arkansas State University-Beebe campuses on an as needed basis and requires a valid, unrestricted Arkansas Drivers License.
