• Partner with project managers and cross-functional teams to identify improvements and implement solutions focused on efficiency and productivity.

Job description

Working with project managers, stakeholders, and cross-functional teams, the selected officer will plan, organize, train, and oversee HR-focused project functions, ensuring outcomes follow Nevada state policies and procedures while identifying and mitigating personnel-related risks.

Role Scope

• Under general direction within the HR work stream, manage project requirements and scope, including planning, organizing, training, and overseeing project functions.
• Partner with project managers, stakeholders, and cross-functional teams to identify improvement opportunities and implement strategic solutions focused on efficiency and productivity.
• Ensure project results adhere to Nevada state policies and procedures.
• Identify potential personnel-related risks that could affect project success and collaborate with stakeholders to develop mitigation strategies.
• Conduct research, collect, and analyze HR-related data and report information.
• Perform research and testing to support management of the CORE.NV production environment from a human resources perspective.
• Serve as a line department Human Resources officer.

Human Resources Program Administration

• Plan, organize, and administer a comprehensive Human Resources services program, including areas such as employee relations, selection, classification coordination, position control, evaluation, training, payroll, and related functions.
• Supervise the work of other Human Resources staff.
• Direct professional and support staff work in areas including safety, payroll, recruitment and selection, training, and employee relations.
• Advise department management on complex employee issues requiring in-depth knowledge of HR practices, procedures, laws, and regulations.
• Prepare, justify, and manage operating budgets.
• Create, modify, and implement departmental Human Resources policies and procedures, and implement centralized departmental Human Resources policies.
• Investigate employee grievances and advise management on conflict resolution.
• Perform related work as required.

Required Qualifications

Knowledge, Skills, and Abilities

• Working knowledge of federal and state laws, rules, and regulations as they apply to the Human Resources function.
• Knowledge of modern public Human Resources management principles, practices, and methods, including classification and pay, recruitment and examination, performance appraisal, selection, employee relations, training, and safety.
• Ability to direct a diverse group of professional and support staff.
• Ability to analyze problem situations and determine acceptable solutions within legal and regulatory frameworks.
• Ability to perform research, collect and analyze data, and report information.
• Ability to negotiate and apply reason persuasively to resolve employee relations issues.
• Ability to establish priorities among conflicting needs with limited resources.
