Pasona N A, Inc. is seeking a senior HR professional to lead payroll administration and HR operations for our California and Los Angeles locations. The role focuses on ADP payroll, labor-cost management, recruitment, and employee relations across multiple locations.

You will partner with U.S. management and global HR to ensure compliance, optimize staffing, and support expansion initiatives while maintaining high employee satisfaction and accurate records.

Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or related field.
  • At least five years of progressive HR generalist or HR business partner experience.
  • Strong knowledge of California employment laws and HR compliance.
  • Experience supporting a mix of full-time and part-time employees.
  • Retail/hospitality/food-service multi-location experience is preferred.
  • Hands-on ADP payroll administration experience.

Responsibilities

  • Oversee payroll administration through ADP, ensuring accurate and timely processing.
  • Review attendance records, overtime, paid leave, payroll changes, and other employee data.
  • Establish payroll review controls and resolve discrepancies promptly.
  • Ensure HR administrative processes are accurate, consistent, and compliant.
  • Coordinate and supervise part-time administrative support for HR tasks.
  • Maintain employee records, personnel documents, and HR reports with high accuracy.
  • Ensure personnel actions are properly documented and compliant with policies and laws.
  • Monitor labor costs across restaurant and office operations.
  • Partner with managers to optimize staffing, scheduling, overtime control, and productivity.
  • Prepare labor-cost reports and provide recommendations to management.
  • Support workforce planning for future location openings and expansion.
  • Serve as the local HR resource for California and Los Angeles requirements.
  • Provide guidance on performance management and employee relations.
  • Conduct workplace investigations when needed.

Reports To: Global HR Leadership and U.S. Management
Key Responsibilities
Payroll Administration and HR Operations
  • Oversee payroll administration through ADP, ensuring accurate and timely processing.
  • Review attendance records, overtime, paid leave, payroll changes, and other employee data.
  • Establish appropriate payroll review controls and resolve discrepancies promptly.
  • Ensure HR administrative processes are accurate, consistent, and compliant.
  • Coordinate and supervise part-time administrative support assisting with HR-related tasks.
  • Maintain employee records, personnel documents, and HR reports with a high degree of accuracy.
  • Ensure personnel actions are properly documented and comply with company policies and applicable laws.
Labor-Cost Management and Workforce Planning
  • Monitor and analyze labor costs across restaurant and office operations.
  • Partner with managers to optimize staffing, scheduling, overtime control, and workforce productivity.
  • Prepare regular labor-cost reports and provide practical recommendations to management.
  • Identify workforce trends, operational risks, and potential cost concerns.
  • Support workforce planning for future location openings and continued business expansion.
  • Serve as the local HR resource for California and Los Angeles employment requirements.
  • Maintain compliance with wage-and-hour laws, meal and rest periods, leave requirements, recordkeeping, and workplace policies.
  • Provide practical guidance to managers regarding performance management, disciplinary actions, and employee relations.
  • Conduct or support workplace investigations and help resolve employee concerns appropriately.
  • Exercise sound judgment while maintaining confidentiality, professionalism, and integrity.
Talent Acquisition and Global Partnership
  • Serve as the primary HR liaison between global headquarters and the Los Angeles operation.
  • Coordinate full-cycle recruitment for restaurant, retail, and corporate office positions.
  • Partner with hiring managers to improve hiring quality, efficiency, and candidate experience.
  • Coordinate onboarding activities and support the successful integration and retention of new employees.
  • Assist with recruitment and staffing plans for new locations and future expansion.
Employee Relations and Culture
  • Build trusted and productive relationships with employees and managers at all levels.
  • Serve as an approachable point of contact for employee questions, concerns, and workplace matters.
  • Support a positive employee experience aligned with the organization's values and service culture.
  • Conduct employee check-ins and support engagement and retention initiatives.
  • Promote open communication and resolve workplace issues fairly and respectfully.
  • Balance a caring, employee-focused approach with appropriate accountability and performance standards.
HR Projects and Business Growth
  • Develop scalable HR processes and infrastructure to support continued U.S. growth.
  • Identify and implement improvements to HR operations and the employee experience.
  • Assist with HR policy development, process improvements, and organizational initiatives.
  • Support special projects assigned by global headquarters or U.S. management.
Qualifications
  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • At least five years of progressive HR generalist or HR business partner experience.
  • Strong working knowledge of California employment laws and HR compliance requirements.
  • Experience supporting a workforce that includes both full-time and part-time employees.
  • Experience in the retail industry is highly preferred.
  • Experience in restaurants, hospitality, food service, or other multi-location and frontline work environments is also strongly preferred.
  • Hands-on experience with ADP payroll administration is highly preferred.
  • Experience supporting business expansion or new-location openings is a plus.
  • Strong employee-relations, communication, and problem-solving skills.
  • Ability to work independently and manage both strategic priorities and detailed administrative responsibilities.
