Job summary

Western Midstream in The Woodlands, TX, seeks a Learning Program Designer for HSE&S to lead instructional design, training analysis, and development across Environmental, Safety, Process Safety Management, Occupational Health, Security, and onboarding.

You will translate SME findings and regulatory requirements into practical, measurable learning, create computer‑based and instructor‑led training, tests, and job aids, and validate content in the LMS with field input.

Qualifications

• Five+ years of instructional design experience for adult learners, including technical or regulated workplace training.
• Apply ADDIE or similar structured design process from needs analysis to evaluation.
• Translate complex procedures and SME expertise into clear objectives and learning activities.
• Proficient with Articulate Storyline and Rise 360; able to create video/graphics/interactions.
• Experience publishing/testing SCORM content in an LMS; SAP SuccessFactors Learning experience preferred.
• Strong writing, facilitation, stakeholder management, and project coordination skills.
• Proficient with Microsoft 365 (Word, PowerPoint, Excel, Teams, SharePoint) and data interpretation.
• Experience designing safety, environmental, process safety, or compliance training in industrial settings.
• Midstream or oil & gas industry experience preferred.
• Familiarity with federal safety, environmental, and occupational health programs.
• Ability to validate training requirements with technical owners/SMEs.
• Site observations and validation activities while following safety requirements.

Responsibilities

• Analyze roles, tasks, performance gaps, and learning needs with HSE&S owners; distinguish training needs from other improvements.
• Translate regulatory requirements and incident findings into role-based curricula and learning requirements.
• Define objectives, learning paths, blended strategies, assessment blueprints, design documents, and storyboards.
• Develop computer-based and instructor-led training, simulations, videos, graphics, facilitator guides, and job aids.
• Collaborate with technical owners/SMEs, conduct reviews, pilots, and field validation.
• Package and test learning products for the LMS and verify navigation, accessibility, and completion reporting.
• Design knowledge checks, scenario assessments, and on‑the‑job learning activities; reserved for evaluators.
• Co-own the HSE&S onboarding design framework with owners.
• Evaluate learning effectiveness and recommend improvements.
• Apply WES values and safe work practices in learning solutions and field activities.
