The Senior ServiceNow Developer role handles planning, development, and maintenance of applications on the ServiceNow platform supporting the HR1 program administration, eligibility determination, and compliance tracking. This position manages complex configurations, workflow automation, custom reporting, and security maintenance while serving as a technical resource for peer reviews and cross-divisional consultation. Based in Olympia with telework flexibility, this internal promotional role suits an experienced HCA developer with strong ServiceNow expertise and a track record of translating business needs into technical solutions.

About the division:

The Enterprise Technology Services (ETS) division is the agency’s designated technology provider for the Health Care Authority (HCA). Within ETS is the Web and Multimedia Services (WAMS) unit. This unit delivers innovative Information Technology (IT) solutions for enterprise-class internal and external facing web properties and Software-as-a-Service (SaaS). WAMS leverages employee expertise in website development, information architecture, usability, and technology knowledge to provide technical solutions for the agency’s services and business divisions.

About the position:

The HR1 Service Now Developer (IT App Development Senior Specialist) is a technical position involved in the planning, development, implementation, and maintenance of applications and web services developed on the ServiceNow and/or future cloud-based development platforms utilized and shared by all divisions across the agency. This position provides highly complex development to support the team’s development and mission. This position reports to the WAMS supervisor.

This position is eligible to telework and is typically not required to report on-site

The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs.

All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.

Some of what you will do:
  • Lead the design, configuration, implementation, enhancement, and support of ServiceNow case management solutions supporting H.R. 1 program administration, eligibility determination, compliance tracking, reporting, audit activities, and related business processes:
    • Development and production
    • Upgrade cycles
    • Cloning between instances
    • Plugin activations
    • Features management
  • Develop, track, test, and implement system configurations and functionality across the ServiceNow platform:
    • Maintain system security configurations
    • Design and implement user interface (UI) policies, data policies, UI actions, business rules and client scripts.
    • Develop, test deploy workflow activities, notifications, and approvals.
    • Develop custom reports, configure service level agreements (SLAs) and perform instance branding and customization.
    • Design, develop, test, implement, administer, or maintain agency and business unit web applications that interact with databases, web services or data warehouses from software requirements specifications and other related business analysis artifacts.
  • Apply advanced technical knowledge and considerable discretion to evaluate and resolve complex tasks such as constructing efficient applications through the use of stored procedures, functions, server & user controls, web services (using SOAP, UDDI and WSDL) and standard libraries.
  • Conduct peer code reviews on products developed by junior or peer positions.
  • Analyze and assess industry direction and new capabilities to determine if they are applicable to the to the information systems supported.
  • Develop application and system design documentation in accordance with ADS standards and practices.
  • Code, compile, and test programs and databases to ensure design specifications are met.
  • Consult with business owners/users to translate business requirements and offerings into system functionality and automation.
  • Author and maintain technical documentation.
  • Conduct periodic user training.
  • Acts as an advanced level technical resource in the architecting, design, and deployment of modules and features as it relates to the agency’s ServiceNow development and production environments.
Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1:

Master's degree or higher in Information Technology (IT), Computer Science, or closely related IT field and three (3) years of progressive (continuing to grow professionally) professional IT experience in analyzing, installing and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment or providing customer or technical support in information technology.

Option 2:

Bachelor's degree in Information Technology (IT), Computer Science, or closely related IT field and five (5) years of progressive (continuing to grow professionally) professional IT experience in analyzing, installing and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment or providing customer or technical support in information technology.

Option 3:

Associate degree in Information Technology (IT), Computer Science, or closely related IT field, and seven (7) years of progressive (continuing to grow professionally) professional IT experience in analyzing, installing and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment or providing customer or technical support in information technology.

Option 4:

Nine (9) years progressive (continuing to grow professionally) professional IT experience in analyzing, installing and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment or providing customer or technical support in information technology.

Option 5:

Three (3) years as a Journey Level IT ServiceNow Developer Professional in State Government.
