HR Payroll Specialist

Location: Lake Oswego, OR (On-Site)

Salary: $65,000 - $72,000 annually

Our client, a well-established and growing construction industry organization, is seeking an HR Payroll Specialist to join its team. This newly created position offers the opportunity to support both payroll and human resources functions in a collaborative, team-oriented environment. The ideal candidate will have experience with high-volume, multi-state payroll processing and a strong understanding of HR compliance and employee support.

Reporting to the Payroll Manager, this role serves as a key resource for payroll operations, employee inquiries, HR administration, and compliance activities.

Key Responsibilities
Payroll Administration
  • Support multi-state and multi-location payroll processing.
  • Serve as a backup for payroll processing across multiple employee groups.
  • Audit timekeeping and payroll data for accuracy and completeness.
  • Process off-cycle payroll transactions, garnishments, deductions, and other payroll adjustments.
  • Ensure compliance with federal, state, and local payroll tax regulations.
  • Analyze compensation-related information, including wages, bonuses, and deductions.
  • Assist with payroll reporting and documentation as required.
  • Maintain payroll records and support payroll-related audits.
Human Resources Support
  • Assist with onboarding, offboarding, and employee record administration.
  • Support employee benefits administration and related communications.
  • Answer employee questions regarding payroll, policies, benefits, and HR processes.
  • Assist with recruiting and hiring support activities as needed.
  • Support HR compliance initiatives, reporting, and recordkeeping requirements.
  • Assist with leave administration, including FMLA and other applicable leave programs.
  • Maintain strict confidentiality of employee and company information.
Compliance and Reporting
  • Ensure compliance with federal and state wage and hour laws.
  • Assist with regulatory reporting and HR documentation.
  • Help maintain accurate HR and payroll records in accordance with company policies and legal requirements.
Qualifications
  • 3+ years of payroll and general HR experience.
  • Experience processing high-volume, multi-state payrolls.
  • Knowledge of federal and state wage and hour laws, FMLA, leave administration, and ACA compliance.
  • Proficiency with payroll systems; ADP experience preferred.
  • Strong Microsoft Excel skills.
  • Excellent organizational, multitasking, and prioritization abilities.
  • Strong verbal and written communication skills.
  • Ability to handle sensitive and confidential information with discretion.
  • Detail-oriented with strong analytical and problem‑solving skills.
  • Ability to work independently while contributing positively to a team environment.
Work Environment
  • Fully on-site position.
  • Monday through Friday schedule, 8:00 AM to 5:00 PM.
  • Professional office environment with a collaborative and supportive team culture.
