Job summary

Delcora is seeking a Human Resources Manager to oversee the Staff Development Division within the Human Service Administration. You will coordinate development, education, hiring, recruitment, retention and discipline, in collaboration with the Delaware County HR Department.

The role requires guiding policies, staffing plans, onboarding programs, staff training and performance evaluations to maintain fair, consistent processes across departments.

Qualifications

• Bachelor’s or Associate’s degree with 5+ years relevant experience.
• Strong project management knowledge and procedures.
• Excellent oral and written communication skills.
• Proficiency with MS Windows/Office including Excel and Word.
• Ability to collaborate with multiple levels of staff and public entities.
• Familiarity with personnel policies and civil service concepts.

Responsibilities

• Oversee the HSA Staff Development Division and develop HR policies.
• Manage staffing needs, vacancies, transfers, and promotions to ensure full staff.
• Oversee recruitment, onboarding, and staff retention initiatives; coordinate training.
