Job summary

Delcora is seeking a Human Resources Manager to oversee the Staff Development Division within the Human Service Administration. You will coordinate development, education, hiring, recruitment, retention and discipline, in collaboration with the Delaware County HR Department.

The role requires guiding policies, staffing plans, onboarding programs, staff training and performance evaluations to maintain fair, consistent processes across departments.

Qualifications

Job description

The Human Resources Manager has the primary responsibility for the direct oversight of the Staff Development division for Human Service Administration (HSA).

This position is responsible the oversight of administration of development, education, hiring, recruitment, retention and discipline of HSA staff. The position requires consultation and coordination with the Delaware County Human Resources Department.

Under the supervision of the Human Services Deputy Director - Operations, the Human Resources Manager directs, oversees and participates in the following duties:

  • Oversee the HSA Staff Development Division.
  • Develop policies and procedures for the DHS Human Resources Unit.
  • Manage agency staffing needs, including vacancies, newly created positions, transfers, and promotions, to ensure a full staff complement.
  • Oversee the posting of all vacancies, distribution of staff changes, preparation of staff listings, and quarterly status reports for all pending personnel transactions.
  • Oversee the recruitment, screening, and initial interviewing of all prospective Department of Human Services staff.
  • Develop, maintain, and oversee onboarding for newly hired agency staff.
  • Oversee the development and implementation of staff-retention initiatives, workgroups, training, and special events, including employee-recognition events.
  • Plan, implement, and evaluate staff-training programs.
  • Plan, organize, direct, and coordinate staff events and activities designed to boost morale and strengthen working relationships.
  • Oversee all phases of the performance-evaluation process, including notifying department administrators of upcoming evaluations and processing performance ratings and salary increases.
  • Ensure continuity in all areas of Human Resources recordkeeping, including personnel files, master listings, organizational charts, job descriptions, and Civil Service certifications.
  • Advise administrators and supervisors on employee discipline, corrective action, and performance management to ensure disciplinary actions are administered consistently and fairly.
  • Coordinate and collaborate with management and the Social Work Training Supervisor.
  • Perform all other duties as assigned by the Human Services Director.
Qualifications
  • Bachelor’s Degree or Associate’s Degree plus 5 years of relevant experience; or an equivalent combination of education and experience.
  • Knowledge of Project Management concepts and procedures.
  • Excellent oral and written communication skills.
  • Must be proficient in the use of MS Windows/Office, including Excel and Word.
  • Ability to work with employees, the public and county personnel at all organizational levels.
  • Knowledge of general office policies and procedures.
  • Good organizational skills.
  • Demonstrated commitment to public service and capacity for fairness.
  • Computer proficiency required for basic computer programs including but not limited to Microsoft Office, Word, and Outlook.
  • Successful clearance of child abuse history, PA criminal records, and FBI fingerprint background checks.
