Job summary

State of Delaware, Judicial Branch, seeks a senior HR leader to head centralized HR strategy in Wilmington, DE. The role requires guiding HR functions, workforce planning, policy development, compensation oversight, and labor relations for the courts on an onsite basis.

The leader will forecast personnel costs, align classifications, and drive training and development initiatives while coordinating with court administrators and external agencies.

Qualifications

• Bachelor’s degree or higher or four years of HR experience or three years plus certification.
• Three years HR management experience including planning, organizing, and HR operations.
• Two years strategic planning experience with 3–5 year roadmaps.
• Two years operations management experience with supervision.
• Knowledge of labor relations, collective bargaining, and grievance handling.

Responsibilities

• Provide senior leadership for all HR functions across the Judicial Branch.
• Develop workforce planning strategies to support growth and efficiency.
• Implement centralized HR policies in compliance with laws and policies.
• Oversee compensation administration and pay equity initiatives.
• Forecast personnel costs and support budget development.
• Lead reviews of classifications, reporting structures, and workforce alignment.
• Advise on labor and employee relations including collective bargaining.
• Guide investigations, disciplinary actions, and risk management.
• Oversee learning and leadership development programs.
• Analyze workforce trends and compensation data to inform decisions.
• Represent the Judicial Branch on the State Employee Benefits Committee.
• Build partnerships with court leaders and external agencies.
• Supervise HR and Training leadership staff.
