Job summary

Public Service Commission of West Virginia is seeking a Human Resources Generalist to support payroll, benefits and timekeeping for a diverse workforce in Charleston. The position requires handling confidential data and ensuring compliance with applicable laws, rules and agency policies.

Under general supervision, you will perform HR duties, assist with training and onboarding, manage HR records, and act as back-up to other unit staff to improve efficiency and service across the agency.

Qualifications

• Bachelor's degree from a regionally accredited college or university.
• Two years of paid professional HR, payroll, bookkeeping or accounting experience.
• Graduate coursework may substitute for experience at 1 year per 15 semester hours.
• A valid driver's license may be required.
• PSC salary exemption per West Virginia Code §24-1-1.

Responsibilities

• Serve as agency Payroll & Benefits Coordinator and manage payroll, benefits, and related tasks in PEIA Access and CPRB Compass systems.
• Review personnel action requests for compliance and draft HR documents; review UKG entries.
• Provide advice and counsel to management and employees on policy and procedural matters.
• Conduct HR related training, employee orientation and onboarding.
• Maintain unit and agency records, databases, and workflows using Microsoft Office and related tools.
• Initiate personnel transactions using wvOasis, HRM, UKG, NeoGov and other systems with timely processing.
• Develop and maintain databases, spreadsheets, templates, forms and reports.
• Perform other related duties as required.
