Job summary

The West Virginia Public Service Commission seeks a senior human resources leader to manage the HR Unit, overseeing payroll, benefits, recruitment, and related administration. The role collaborates with agency leadership on strategic planning, policy development, and workforce management.

Responsibilities include policy implementation, guidance to management and staff, staff supervision, onboarding, and coordinating recruitment activities.

Qualifications

• Graduation from a regionally accredited college or university with a degree in the area of assignment.
• Experience as described may substitute for the training requirement on a year-for-year basis.
• Five years of full-time or equivalent part-time paid administrative or supervisory experience in the area of assignment.
• A valid driver's license may be required.

Responsibilities

• Plans and executes actions supporting hiring management decisions for the Commission’s workforce.
• Develops and implements human resources policies and procedures in daily and long-range operations.
• Coordinates HR policy implementation, system upgrades, and policy interpretation for staff and management.
• Supervises HR unit staff, conducts performance evaluations, and manages time and leave for unit personnel.
• Coaches and mentors staff, supports recruitment areas, orientation, and safety training for new employees.
• Participates in interviews and hiring recommendations for the HR Unit; suggests policy modifications as needed.
• Manages workforce hiring and separation processes, onboarding, and access controls; conducts exit interviews.
• Manages personal services budget, analyzes funding sources, and supports annual budget hearings.
