Job summary

TXDOT is seeking an HR Generalist Lead to guide employees and management on HR policies, drive HR programs, and lead sensitive workforce matters in a large, diverse organization. The position emphasizes proactive problem solving, collaboration, and delivering excellent service.

The role supports more than 13,000 employees from the Stassney HQ in Austin, with competitive salary and comprehensive benefits as part of a state government environment.

Qualifications

  • 3 years HR-related experience (can substitute with graduate education)
  • Valid driver’s license; drives a state vehicle
  • Preferred HR leadership or generalist experience
  • Strong knowledge of HR laws, policies, best practices
  • Proven experience in employee relations matters
  • Ability to manage multiple priorities and meet deadlines

Responsibilities

  • Provide guidance to employees and management on HR policies and programs
  • Lead/coordinate HR initiatives and programs at district level
  • Mentor staff through internal and external development
  • Develop and deliver employee forums, orientation and enrollment programs
  • Advise on legal HR matters in collaboration with General Counsel
  • Respond to inquiries on HR policies via various channels

Performs, coordinates, and/or oversees highly advanced human resources-related work in a district or the Human Resources Division. Facilitates one or more human resources program(s). Serves as a lead worker for professional, technical, and/or administrative employees. Work requires reviewing, preparing, maintaining, and auditing confidential information. Work requires contact with management, employees, retirees, health care providers, general public; and state and federal agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Develops staff through mentorship, internal and external professional development, and one-on-one coaching.

Oversees the coordination, design, and/or delivery of employee forums, new employee orientation, annual enrollment, or human resources-related meetings.

Develops and/or oversees the development of policies and procedures manuals; and training, educational, and information materials for programs.

Conducts quality reviews of human resources programs; and implements corrective action.

Provides information, answers questions, and advises employees, supervisors, managers, and divisions on human resources policies and procedures via computer, phone, or in person.

Plans, evaluates, and implements human resource policies, procedures, and programs.

Confers with the General Counsel Division on legal matters relating to human resource issues.

Responds to inquiries and complaints regarding human resources policies and procedures.

Serves as subject matter expert to other human resource professionals.

Performs other job responsibilities as assigned.

Experience: 3 years human resources-related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Preferred Qualifications:

Accomplished experience in HR leadership or Generalist roles

Demonstrated knowledge of HR laws, policies, and best practices

Proven experience in employee relations matters

Ability to manage multiple priorities and meet deadlines with a positive attitude

Human resources administrative practices and procedures

Maintaining effective working relationships with others

Human resources management policies and practices

Public relations for maintaining effective working relationships with individuals and groups', both internal and external

Leading, assigning, reviewing, and monitoring the work of others

Analyzing, organizing, and communicating business and technical data

Administrative support practices and procedures to include writing, editing and report writing techniques, recording meeting notes, record keeping and records management

Developing and giving presentations

Prioritizing and organizing work assignments

Developing and coaching staff

Physical Requirements and Working Conditions:

Sedentary work: Lift up to 10 lbs at a time and occasionally cary files/small tools

Light work: Lift up 20 lbs at a time and frequently lift or carry objects up to 10 lbs

Sitting-prolonged periods of time

Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
