Job summary

Texas Department of Transportation (TxDOT) is seeking an HR Generalist II to manage leave and benefits programs and contribute to onboarding and employee relations in the Beaumont District. You’ll act as a primary contact for benefits, leave, and related HR processes, ensuring accurate data, compliance, and timely communications with employees and managers.

Ideal candidates have at least 1 year of HR-related experience, a valid driver’s license, and strong knowledge of leave and benefits

Performs highly complex human resources-related work in a district or the Human Resources Division. Responsible for one or more human resources program(s). Work requires reviewing, preparing, and maintaining confidential information. Work requires contact with management, employees, retirees, health care providers; and state and federal agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

What you'll be doing:
  • Serve as primary point of contact for human resources-relates matters, especially related to benefits and leave programs, including FMLA in the District.
  • Review and manage routine and complex medical related employee needs, including Family Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA).
  • Provides guidance to management on sensitive issues in areas, such as reasonable accommodations under the Americans with Disabilities Act.
  • Enters, maintains, coordinates, and audits data, such as leave and benefits transactions, using a Human Resources Information Management System (PeopleSoft).
  • Provides information, answers questions, and advises employees, supervisors, managers, districts, and divisions on human resources policies and procedures via computer, phone, or in person.
  • Coordinates, and conducts employee forums, new employee orientation, annual enrollment, or human resources-related meetings.
  • Prepares, reviews, and monitors correspondence, reports, forms, and transactions relating to benefits and leave.
  • Informs employees of changes affecting pay and benefits.
  • Represents the Department at job and benefits fairs and internal and external committees.
  • Performs other job responsibilities as assigned.

Experience: 1 year human resources-related experience. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Preferred Qualifications:

Experience: Experience in leave management; including processing FMLA and managing ADA requests.

License/Certifications: PHR/SPHR or SHRM-CP/SHRM-SCP

What you'll need to succeed in this role:

Ability to:

  • Communicate effectively and maintain effective working relationships.
  • Prioritize and organize work assignments independently in order to meet customer expectations and deadlines. Must be able to meet strict deadlines.
  • Give presentations/trainings to employees at all levels of the district.
  • Apply critical thinking skills; exercise logic and reasoning to define problems, establish facts and draw valid conclusions. This position is responsible for providing guidance that mitigates risk and supports business objectives and goals.
  • Research, analyze and interpret policies and state and federal laws and regulations relating to federal and state HR related legislation, and TxDOT specific policy and procedure.
  • Prepare and maintain confidential and sensitive records, files and report.

Knowledge of:

  • Federal and state laws, regulations, and guidelines governing the human resources field.
  • Using computers and experience utilizing an HRIS and recruiting software. TxDOT utilizes PeopleSoft, Taleo, and Microsoft Office products, including MS Outlook and MS Teams.
Physical Requirements and Working Conditions:
  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Sitting - prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
