Under the guidance of the Sr. Human Resources Generalist, the HR Coordinator will carry out responsibilities in the following areas: recruitment/retention, employee relations; onboarding, policy review and deployment, workplace safety and wellbeing, unemployment compensation and employment law compliance. This role will also assist in backing up the HRIS Specialist as needed. By partnering with all levels of the organization, the HR Coordinator seeks to understand the various areas (department and/or program); assess and anticipate HR-related needs and then communicate ideas and concerns proactively to leaders within the organization.


Responsibilities:

1. Recruitment

  • Assists in developing new position job descriptions when needed. Assists supervisors with creating and updating job descriptions as needed to ensure accurate job duties and expectations for each person and that strategic and/or department goals are met.
  • Maintains internal position control by posting “Requests for Personnel” internally and externally to ensure equal employment opportunity for positions.
  • Maintains application/resume files and retention strategies according to laws and company policy.
  • Performs searches for qualified candidates according to relevant job criteria. This is accomplished using computer databases, networking, Internet recruiting resources, advertising and media, recruiting firms, and employee referrals.
  • Possesses excellent skill in interviewing techniques. Screens resumes for applicants that meet criteria for the position(s); completes telephone screens to evaluate applicants suitable for face-to-face interview.
  • Interviews; ensures background checks, references and health checks (if needed) are completed.
  • Arranges for the new hire to attend orientation.
  • Notifies applicants who are not eligible for employment because of failed background checks following the Fair Credit Standards Act and applicable laws.
  • Updates and maintains Cyber Recruiter to assist with the Affirmative Action Plan recommendations and Equal Opportunity Employment compliance with federal laws governing affirmative action and EEO. Is accountable for all information required for government reporting.
  • Ensures Affirmative Action Plan initiatives are met by utilizing recruitment opportunities for diversity
  • Maintain current knowledge of Equal Employment Opportunity (EEO) and affirmative action guidelines and laws.

2. Employee Relations and Retention

  • Conducts and/or participates in periodic meetings with respective programs/departments; works closely with supervisory staff and employees to improve working relationships, build morale, increase productivity, increase retention and move towards being the Employer of Choice.
  • Partners with leaders and/or employees to settle work-related conflicts through advice, recommendations, counseling conversations. Models appropriate problem-solving and conflict resolution techniques. Leads disciplinary steps if warranted for employee relations.
  • Conducts effective, thorough and objective investigations as needed.
  • Addresses potential problem situations in an effective and timely manner in order to minimize adverse reaction.
  • Maintains knowledge and ensures compliance with agency and department-specific policies and procedures as well as legal and regulatory issues.
  • Conducts periodic review and is familiar with the Human Resources Employee Handbook. Communicates policy through appropriate communication channels.
  • Analyzes, recommends and assists with UDSF Employee Awards and Recognition programs. Recognizes contributions of employees. Assures programs are tied to organization and strategic objectives.
  • Tracks the return of signed job descriptions. Answers questions and updates as necessary.
  • Performs tasks required for performance management; productivity, recognition, and morale; health and safety; unemployment and employment verifications.
  • Handles employment-related inquiries from applicants, employees, and supervisors, while partnering on complex and/or sensitive and/or confidential matters to the appropriate staff.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

3. HRIS Specialist backup.

  • Schedules background screenings (PA Child Abuse, FBI fingerprints, etc.).
  • Participates in employee orientation.
  • Process all new hire information by creating new employee personnel files and completing entry into the HRMS system.
  • Follows up in a timely manner on all missing documents to ensure compliance with all local, state and federal laws and program regulations.
  • Maintains accurate and updated information for EP Staff checks.
  • Maintains controls established between HR and Payroll to ensure accurate data is transmitted.

4. Performs other duties as assigned.

Education/Experience:

  • 2+ years experience in Human Resources with working knowledge of multiple human resource disciplines including selection and promotion, federal and state employment laws, career planning, process management, project management.
  • High School Diploma or equivalent is required
