Job summary

CLACKAMAS COUNTY is seeking an experienced Housing Services Program Monitor to oversee contracted homeless services programs, including housing navigation and supportive housing initiatives. The position coordinates a portfolio of contracts, monitors performance and budgets, and supports provider training and capacity-building.

Experience with housing systems, equity, and collaboration with diverse partners is essential.

Qualifications

• Four+ years of experience as a case manager or program coordinator in homelessness or housing programs that include housing subsidies and wraparound services.
• Experience managing multiple contracts or grants with monitoring, budgets, invoicing, documentation, and deliverables.
• At least two years in a program management or support role with housing navigation and placement services.
• Experience designing complex housing systems in the public or nonprofit sector.
• Ability to interpret complex regulations and translate them into clear documentation, guidelines, or protocols.
• Experience training partner-agency staff and addressing training needs.
• Ability to build effective relationships with housing teams, contracted providers, and community organizations.
• Experience interpreting and analyzing contracts and grant documents to develop program scopes of work.

Responsibilities

• Manage contract oversight by monitoring performance, compliance, and fiscal requirements, conducting provider visits, and reviewing invoices and budgets.
• Lead coordination with partner agencies, provide technical assistance, and coordinate amendments and renewals as needed.
• Support program development and evaluation, including guidelines and protocols to ensure equitable access.
• Lead ongoing evaluation of homelessness programs and recommend improvements based on feedback and data.
• Identify capacity-building needs and deliver training resources for providers.
• Participate in multi-agency meetings and use by-name lists to coordinate housing access.
