Job summary

The Center for Victims of Torture in St. Paul, MN is seeking a Program Manager to lead the Hope & Belonging program, ensuring smooth service delivery and interdisciplinary care for survivors of torture and war trauma.

You will oversee budgeting, billing, and staff supervision while coordinating training, outreach, and internship programs to strengthen community partnerships and clinical impact. Hybrid in-office and remote work is available.

Qualifications

• Advanced degree in social work, psychology, counseling, public administration, or related field
• Minimum 5 years of progressively responsible experience related to trauma and mental health and psychosocial support (MHPSS) or related fields
• 2 years of experience successfully managing clinical and administrative professionals
• Previous experience with medical billing
• Demonstrated success building strong, cohesive teams
• Demonstrated success providing remote supervision to direct reports working in a hybrid environment

Responsibilities

• Program Management: Develop the annual budget and manage program expenditures within budget parameters. Create and maintain positive relationships with program stakeholders.
• Staff Management: Supervision of program supervisors, client services coordinator, insurance case manager and interpreters. Build a strong and cohesive team. Oversee the hiring, training, coaching, and developing staff members through ongoing feedback as well as formal performance management systems.
• Program Outreach: Manage community outreach activities in an effort to build and maintain relationships with relevant refugee communities. Assist with development of additional community programming.
• Volunteer program: PM will hire, train and supervise program volunteers, leads and coordinate the volunteer program.
• Coordinate training and speaking: Build awareness of CVT’s clinical programs in Minnesota. Provide training on torture and war trauma to schools, community programs and immigrant/refugee service providers. In collaboration with External Relations staff, speak to visitors and media about clinical services and torture treatment.
• Internship Program: Develop and manage clinical internship program for master’s and bachelor’s level social work and counseling students.
