Job summary

Prime Fiber is seeking an HOA & Community Access Manager to drive private access agreements with HOAs and community stakeholders in the Phoenix market. You will work across engineering, construction, operations, legal, and leadership to move communities from outreach to agreement and construction readiness.

The role emphasizes relationship-building, persistence, and the ability to manage multiple communities and approvals, with travel within the Phoenix metro area and occasional evening

Qualifications

• Excellent communication, interpersonal, and presentation skills.
• Highly organized with the ability to manage multiple communities and priorities.
• Proven ability to build relationships, follow up persistently, and move stakeholders toward completion.
• Experience in HOA/community management, property management, telecommunications, utilities, construction coordination, permitting, real estate or right-of-way.

Responsibilities

• Serve as Prime Fiber's primary contact with HOAs, property managers, community boards, and other stakeholders in the Phoenix market.
• Identify communities needing private access agreements or HOA approvals before fiber construction.
• Establish relationships with HOA boards and community managers and guide them through the approval process.
• Present network plans and explain construction methods, community impacts, restoration standards, and benefits.
• Coordinate with engineering, construction and operations to understand routes, access requirements, timelines, and concerns.
• Manage the private access agreement process from outreach to execution and handoff for construction.
• Coordinate with legal and leadership on terms, modifications, negotiations, escalations and contract matters.
• Attend HOA board meetings and community presentations to advance approvals.
• Maintain tracking of outreach, status, requirements, commitments and expected dates.
• Provide regular reporting on the HOA pipeline, agreements executed, and construction readiness.
