Prime Fiber is seeking a highly organized and relationship-oriented HOA & Community Access Manager to support the continued expansion of our fiber network throughout the Phoenix market.
This role will serve as the primary point of contact between Prime Fiber and homeowners associations (HOAs), property managers, community representatives, and other private-property stakeholders. The primary objective is to secure the private access agreements and approvals necessary for Prime Fiber to construct and operate its fiber network within HOA-controlled communities.
The HOA & Community Access Manager will work closely with Prime Fiber's engineering, construction, operations, legal, and leadership teams to identify access requirements, engage community decision-makers, navigate approval processes, and move communities from initial outreach through executed agreement and construction readiness.
This is a hands‑on role requiring strong relationship-building skills, persistence, organization, and the ability to manage multiple communities and approval processes simultaneously.
Serve as Prime Fiber's primary point of contact with HOAs, property management companies, community boards, and other private-property stakeholders throughout the Phoenix market.
Identify communities requiring private access agreements or HOA approvals before fiber construction can proceed.
Establish relationships with HOA boards, community managers, and other key decision-makers and guide communities through the approval process.
Present Prime Fiber's proposed network plans and clearly explain construction methods, community impacts, restoration standards, and the benefits of fiber connectivity.
Coordinate with engineering, construction, and operations teams to understand proposed routes, access requirements, construction schedules, and potential community concerns.
Manage and coordinate the private access agreement process from initial outreach through review, approval, execution, and handoff for construction.
Coordinate with Prime Fiber's legal and leadership teams on agreement terms, requested modifications, negotiations, escalations, and other contractual matters.
Coordinate HOA board meetings, community presentations, site walks, and other meetings necessary to advance approvals.
Proactively identify and help resolve issues that could delay HOA approval or construction.
Maintain accurate tracking of HOA outreach, agreement status, outstanding requirements, commitments, and expected approval dates.
Ensure commitments made to HOAs and communities are clearly communicated to the appropriate internal teams.
Support construction and operations teams in resolving HOA-related issues that arise before, during, or after construction.
Provide regular reporting on the HOA pipeline, agreements executed, communities cleared for construction, outstanding barriers, and fiber passings enabled.
Maintain a strong sense of urgency around moving priority communities from initial engagement to construction readiness.
Success in this role means consistently converting HOA-controlled opportunities into construction-ready fiber passings.

Private access agreements executed.
Fiber passings enabled through completed agreements.
Priority communities cleared for construction on schedule.
Cycle time from initial HOA engagement to executed agreement.
Effective management and progression of the active HOA pipeline.
Timely identification and resolution of issues that could delay construction.
Strong communication, interpersonal, and presentation skills.
Highly organized with the ability to manage multiple communities, agreements, meetings, and priorities simultaneously.
Demonstrated ability to build relationships, follow up persistently, and move stakeholders and processes toward completion.
Experience in HOA/community management, property management, telecommunications, utilities, construction coordination, permitting, real estate, right-of-way, or a similar field is preferred.
Comfortable working directly with HOA boards, property managers, community representatives, and internal operational teams.
Ability to understand basic construction plans and communicate technical information in clear, non-technical terms.
Strong follow-through, persistence, and problem-solving skills.
Ability to work independently while collaborating closely with engineering, construction, operations, legal, and leadership teams.
Fiber or telecommunications experience is helpful but not required.
Knowledge of the Phoenix metropolitan area and local HOA/property-management environment is a plus.
Ability to attend HOA board and community meetings, including occasional evening meetings.
Ability to travel locally throughout the Phoenix metropolitan area as required.
$50,000 - $60,000 a year
Base salary of $50,000–$60,000, depending on experience and qualifications.
10% target annual performance bonus.
