Qualifications

• BS in Civil Engineering, Construction Management, or related field (or equivalent experience).
• 1+ years estimating, project engineering, or operations in heavy-civil or highway construction.
• Experience with HCSS Heavy Bid is a strong plus.
• Familiarity with Delaware DOT and Maryland DOT specifications is a plus.
• Comfortable in a deadline-driven bid environment.

Responsibilities

• Perform or coordinate quantity takeoffs from drawings and specifications.
• Build unit-cost, man-hour, and crew-production models from historical project data.
• Solicit and negotiate vendor and subcontractor quotes in coordination with Purchasing.
• Attend pre-bid meetings and walk sites to validate scope and ground conditions.
• Assemble direct cost estimates and analyze alternate construction methods.
• Recommend best-value approaches based on cost, schedule, and material availability.
• Support the project team after award by estimating change orders and extra work.
• Maintain estimating templates and historical job-cost references.
