PEMCO is seeking a Manager of Capability Development and Learning to lead enterprise learning, onboarding, and leadership initiatives. You will partner with HR and business leaders to identify capability needs and develop scalable, measurable learning solutions that improve performance and readiness.

Qualifications

• Bachelor's degree in a related field or equivalent experience.
• 7+ years in learning and development, instructional design, or related disciplines.
• Proven ability to design enterprise learning and leadership programs.
• Experience in regulated environments and partnering with business leaders.
• Ability to lead projects, manage priorities, and deliver outcomes.

Responsibilities

• Develop and execute the enterprise learning and capability strategy aligned with objectives.
• Lead the design, delivery, and evaluation of learning programs and experiences.
• Oversee onboarding, compliance training, and leadership development initiatives.
• Ensure programs are scalable, measurable, and aligned with outcomes.
• Establish curriculum standards and governance for quality learning content.
• Design leadership development pathways and workforce readiness experiences.
• Lead learning technology initiatives and manage external partners.
