Homeless Solutions, Inc. in Morris County, NJ, seeks a Sr. Director of Housing Operations, Compliance, and Development to lead the management and regulatory stewardship of our 126-unit affordable housing portfolio.

This senior role reports to the President & CEO and drives strategy across compliance, operations, asset management, and development. You will oversee LIHTC, HUD, HOME, CDBG programs, supervise housing leadership staff, coordinate with lenders and regulators, and advance resident

Qualifications

Minimum 8 years of progressive experience in affordable housing, including operations, asset management and development.
Demonstrated project-management experience from feasibility to stabilization.
Hands-on LIHTC compliance experience.
Working knowledge of HUD Section 8, HOME and CDBG regulations and related funding streams.
Experience supervising property management or facilities staff.
Strong regulatory reporting and file management; audits experience.
Ability to manage multiple funding sources, calendars and regulatory relationships.
Financial literacy to manage budgets and communicate with CFO and auditors.
Excellent written and verbal communication; represent HSI professionally with funders and regulators.

Responsibilities

Regulatory compliance & funding management across LIHTC, HUD, HOME, CDBG, and NJ programs.
Oversee audits, certifications, reporting, inspections, and calendars.
Monitor regulatory changes to ensure eligibility, rents, and documentation meet standards.
Asset & portfolio management of long-term physical and financial health.
Oversee capital planning, reserves, budgets, and major improvements.
Coordinate with lenders, investors, syndicators, and regulators.
Supervise Housing Operations, Compliance and Facilities staff.
Lead development, acquisition, preservation, and redevelopment with CEO.
Manage projects from concept through financing and stabilization; coordinate partners.
Identify new opportunities aligned with mission and strategy.
Establish workflows across teams; resolve issues; foster resident-focused leadership.
Advise CEO on strategy and sustainability; support fundraising and board reporting.
