Job summary

Homeless Solutions, Inc. is seeking a Sr. Director of Housing Operations, Compliance, and Development to oversee regulatory compliance, property operations, asset stewardship, and housing development for its 126-unit affordable portfolio.

You will lead staffing, drive operational excellence, and partner with executives to sustain resident stability and financial performance. The role reports to the President & CEO and focuses on strategic leadership, regulatory adherence, and long-term asset

Qualifications

• Minimum 8 years of progressively responsible experience in affordable housing, including operations/asset management and development, preservation, acquisition, or redevelopment.
• Demonstrated project-management experience in affordable housing development from feasibility through stabilization.
• Hands-on LIHTC compliance experience.
• Working knowledge of HUD Section 8/Project-Based Voucher programs, HOME and CDBG regulations, and supportive housing funding streams.
• Experience supervising property management or facilities staff.
• Strong regulatory reporting and file management; experience with audits and inspections.
• Ability to manage multiple funding sources, compliance calendars, and regulatory relationships.
• Financial literacy to review budgets and operating statements with CFO/auditors.
• Excellent written and verbal communication; professional with funders and regulators.

Responsibilities

• Regulatory Compliance & Funding Management: ensure compliance with LIHTC, HUD Section 8, HOME, CDBG, NJHMFA and supportive housing vouchers.
• Oversee audits, certifications, reporting requirements, inspections, and compliance calendars.
• Monitor regulatory changes and ensure rent calculations and tenant documentation meet program standards.
• Asset & Portfolio Management: manage long-term physical and financial health of housing assets.
• Oversee capital planning, reserve funds, property budgets, and major improvement projects.
• Serve as primary contact with lenders, investors, syndicators, and regulatory agencies.
• Property Operations & Facilities: supervise Housing Operations, Compliance, and Facilities Managers.
• Ensure safe, compliant, resident-focused housing operations.
• Oversee maintenance systems, work orders, vendor relationships, emergency preparedness, and building code compliance.
• Housing Development & Portfolio Growth: lead development, acquisition, preservation, and redevelopment efforts with the CEO.
• Manage projects from concept through financing, predevelopment, construction, and stabilization.
• Coordinate external partners including architects, attorneys, consultants, and lenders.
• Identify new housing opportunities aligned with HSI's mission and strategy.
• Team Leadership & Coordination: establish clear responsibilities across Departments and vendors; resolve issues and drive collaboration.
• Strategic Leadership: advise the CEO on housing strategy, development initiatives, and organizational sustainability; support funder communications.
