Job summary

The Quest Organization seeks a detail-oriented Compliance Manager to oversee regulatory compliance across a portfolio of multifamily and affordable housing properties in New York. You will ensure adherence to HUD, LIHTC, Section 8, Fair Housing, and rent-stabilized guidelines while supporting operations and audit readiness.

Qualifications

• 3–7 years of affordable housing compliance or property management.
• Strong knowledge of HUD, LIHTC, Section 8, and rent-regulated environments.
• Experience with compliance audits, certifications, and subsidy programs.
• Excellent attention to detail and organizational skills.
• Strong communication with agencies and stakeholders.
• Relevant certifications (COS, HCCP, C3P) preferred.

Responsibilities

• Regulatory Compliance: Manage and administer compliance programs across all properties.
• Monitor and interpret regulations including HUD, Section 8, LIHTC, HOTMA, and local housing laws.
• Oversee subsidy contract tracking, renewals, and modifications (e.g., OCAF).
• Ensure compliance with Fair Housing, Rent Stabilization, and Tenant Eligibility requirements.
• Prepare and submit documentation to housing authorities and regulatory agencies.
• Respond to audits, inspections, and governmental inquiries.
