Job summary

Omaha Housing Authority is seeking a detail-oriented Housing Choice Voucher Accountant to support financial accuracy and compliance for the Section 8 program in Omaha, NE. The role focuses on HAP reconciliation, HUD reporting, budgeting, portability, and audits within a collaborative, mission-driven team.

Qualifications include a Bachelor’s degree in accounting/finance (or 3+ years in accounting/finance) and strong Excel and communication skills.

Qualifications

• Bachelor’s Degree from an accredited college or university in accounting, finance, or a closely related field and/or three years professional level experience in accounting/finance.
• Relevant experience in public housing, governmental accounting, or not-for-profit financial management
• Advanced Excel database skills: Pivot tables, formulas, sort, filter, text to column.
• Excellent written and verbal communication skills, MS Word mail merge and database functions, email and customer service exposure.
• Advanced problem-solving, negotiation and prioritization skills
• Ability to read HUD documents and HUD program descriptions for HCV, Public Housing and related policies

Responsibilities

• Housing Assistance Payments (HAP) & Reconciliation
• Process, review, and reconcile monthly HAP payments to property owners.
• HUD Reporting
• Submit monthly VMS reports and ensure data is correct including Prior Month Corrections.
• Budgeting & Analysis
• Monitor HCV revenue & expenses, analyze variances, forecast expenses.
• Portability Management
• Process portability billing, ensuring accurate payments & compliance.
• Audit Preparation
• Maintain records & prepare workpapers for audits.
• Accounting Functions
• General ledger maintenance, AR/AP, month and year-end closings.
• Customer Service & Support
• Become SME for the HCV program and collaborate with departments, landlords, tenants, HUD and agencies.
