NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND MARIANAS is seeking a Contract Specialist to manage the acquisition lifecycle for facility support services and construction contracts in Guam. The role involves planning, development, advertisement, award, and contract administration.

You will provide technical guidance on contracting policies, review procurement requests, and lead negotiations to establish favorable terms and pricing. A DoD 1102 qualification and relevant experience are required.

Qualifications

• Bachelor's degree required, DoD 1102 qualification standards apply.
• Specialized experience equivalent to GS-12 or pay band, with contract planning, solicitation development, proposal evaluation, negotiations, and contract administration.
• Experience providing comprehensive contract technical guidance for facility support services and construction contracts.

Responsabilités

• Perform pre-award and post-award functions in planning, development, advertisement, award, and administration of contracts.
• Serve as technical authority on contractual matters related to program management and policy interpretation.
• Review procurement requests for clarity, adequacy, and completeness; prepare contracts and specifications for development or design when new concepts are involved.
• Plan negotiation strategy, lead negotiations to develop contract price and terms, and review contracts and changes for propriety of methods.
