You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Acquisition Division of NAVAL FACILITIES ENG COMMAND MARIANAS.

This position is also subject to a Cost of Living Allowance (COLA) and Non-Foreign Post Differential (NFPD) currently set at 11.88% and 13.12%, respectively. COLA and NFPD are subject to change without notice. Learn more about this agency

Duties
  • You will be responsible for contracts related to design, construction, utilities, alteration, maintenance, facility support services, research and development, energy, information technology, and environmental engineering of shore facilities.
  • You will perform higher level reviews of various contractual documents developed by subordinate contracting officers and journey level contract specialists.
  • You will oversee and lead efforts to plan, develop, advertise, negotiate, award, administer, and/or terminate contracts supporting long range procurement programs.
  • You will support acquisition planning efforts within the Department and the Command and ensures the proper procurement methods and contract types are utilized.
  • You will make decisions or recommendations on the interpretation and content of federal regulations and agency policies concerning development and management of complex procurements.
  • You will provide advice, training, mentoring, and guidance to other contracting professionals within the Department, Command, and other NAVFAC components on procurement regulations, policies, and procedures.
  • You will be responsible for supervision of the division personnel, comprised of first line supervisors, procuring contracting officers (PCOs), journey level contract specialists, and Department of Navy interns.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a US Passport.
  • May be required to obtain a VISA dependent on the overseas country’s laws/regulations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel‑related purchases. You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS‑13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning, developing and establishing contractual strategy of acquisition program; management of community of contract specialists, allocation of budgetary resources, and crafting policy for a command on a variety of acquisition issues.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor’s degree from an accredited educational institution authorized to grant baccalaureate degrees.
