Reporting to the Chief Growth Officer, the Vice President, Growth Strategy & Operations will advance Westat’s business development ecosystem by strengthening the capabilities, processes, and infrastructure that support opportunity identification, market engagement, pursuit strategy, capture excellence, proposal quality,

Qualifications

• Bachelor degree and 15+ years of federal business development leadership.
• Experience leading growth, capture, and proposal functions in complex environments.
• Deep understanding of federal acquisition processes and competitive growth strategies.
• Experience leading transformation initiatives involving process improvement, analytics, and organizational change.
• Demonstrated executive presence with senior stakeholders.

Responsibilities

• Develop scalable federal BD processes, standards, and operating practices.
• Strengthen pipeline visibility, growth trends, and strategic decision-making.
• Advance enterprise approaches to capture, proposal development, and pursuit execution.
• Partner to evaluate and implement AI, analytics, and digital tools for growth enablement.
• Monitor market developments and support growth strategies and investments.
