Job summary

Lynker Corporation is seeking qualified candidates to support NOAA OER grants and internship programs. This role may be performed on-site or remotely, with travel to meetings and field activities as needed. Hiring is contingent on contract awards and Lynker operates under Propel on a NOAA prime contract.

The contractor will provide technical, administrative, and financial services for grant and internship program management, ensuring compliance and timely deliverables across the lifecycle.

Responsibilities

• Program lifecycle and competition management: Providing full lifecycle services and documentation packages for grant and internship programs, to include drafting SOPs, distributing announcements, assigning pre‑proposal numbers, processing proposals/letters of intent, and managing reviewer databases.
• Award and documentation management: Preparing, organizing, and maintaining official grant and award files with all required documentation for submission to NOAA Grant Office, monitoring all grant award phases through closeout.
• Communications, scheduling, and tracking: Developing and maintaining tracking databases for all actions, transmitting data to national/international organizations, coordinating with offices to resolve documentation issues, scheduling meetings, webinars, and travel paperwork, and preparing meeting minutes and briefing materials.
• Grants financial and review services: Providing daily accounting and bookkeeping, including budget reconciliation in government systems, identifying budget issues, and consolidating reviewer scores.
