Job summary

The Commonwealth of Pennsylvania's Department of Human Services seeks a Fiscal Management Specialist 2 to oversee federal grants and financial reporting in support of OMHSAS. Qualifications

• One year as Fiscal Management Specialist 1 or equivalent federal job title.
• One year of professional fiscal administration with a bachelor's degree in business administration, accounting, finance, economics, or related field.
• An equivalent combination of experience and training.
• PA residency requirement and ability to perform essential job functions.

Responsibilities

• Grant Management: Manage federal grants, prepare applications, coordinate reporting, and oversee appropriation requests.
• Budget Development: Compile carryforward budgets, prepare spending plans, and support annual submissions to the Governor's Budget Office.
• Financial Reporting: Produce and review monthly and annual fiscal reports, resolve concerns, and monitor funding status.
• Fund Closeout: Liquidate unspent grant and contract funds and coordinate federal closeout requirements with the Comptroller's Office.
• Expenditure Review: Track county spending trends, monitor encumbered funds, and recommend adjustments to maximize available resources.
• System Coordination: Create funding codes, review balances, process invoices, and prepare financial data for reports and evaluations.
