Job summary

The Maryland Department of General Services (DGS) is seeking a Capital Grants Compliance Manager in Baltimore to oversee post‑award compliance for the Capital Grants and Loans program, ensuring internal controls, playbooks, templates, and audits are ready.

The role requires knowledge of residential/commercial construction, property inspections, grant compliance, and strong written and verbal communication to document findings and coordinate with stakeholders.

Qualifications

• Bachelor's degree in a relevant field.
• Five years of professional grant administration or compliance experience.
• At least two years in construction practices, plan reviews, or contract evaluation.
• Experience supervising compliance personnel and overseeing capital grant programs.

Responsibilities

• Grant compliance and oversight: develops organizational practices for documenting grant information and activities, including audits. Oversees the Construction Compliance Officer and Inspector(s).
• Communication and Reporting: maintains a Compliance Calendar, tracks issues, and delivers training materials and guidance on grant compliance.
• Site Visits and Payments: reviews contracts for compliance with bond requirements and approves invoices and payment requests.
