Indiana Department Of Environmental Management (IDEM) is seeking a Grants Analyst to manage the financial administration of state and federal grants across IDEM programs.

You will support all phases of the grant life cycle, including application, project setup, administration, reporting, financial reconciliation, billing, and closeout, serving as a liaison between program staff, finance leadership, and agencies.

Qualifications

• Broad knowledge of finance, accounting, budgeting, and cost control principles, including GAAP.
• Extensive knowledge of state and federal social service program accounting, budgeting, and applicable laws, policies and procedures.
• Broad knowledge and ability to use automated financial and accounting reporting system, PeopleSoft Financials.
• Extensive knowledge of the agency mission, programs, and administrative policies.
• Ability to analyze financial data and prepare financial reports, statements, and projections.

Responsibilities

Role Overview

The Grants Analyst ensures accurate, compliant, and efficient fiscal administration of IDEM’s state and federal grants portfolio. The role supports all phases of the grant life cycle including application support, project setup, administration, reporting, financial reconciliation, billing, and closeout. Serve as the financial liaison between program staff, finance leadership, federal and state agencies. The position advances operational efficiency, protects grant funding, and strengthens agency-wide grant management practices.

Salary

The salary for this position traditionally starts at $59,800.00 but may be commensurate with education and work experience. Use our Compensation Calculator to view the total compensation package.

A Day In The Life

The essential functions of this role are as follows:

• Analyze and research activities as they relate to state and federal funding within assigned divisions, ensuring that all regulations and guidelines pertaining to the expenditure/revenue transactions are applied to and reconciled in the Agency’s Accounting system to the State's Official Book of Record maintained by the Auditor of State and the Encompass Financials System.
• Monitor and analyze short and long-term personnel costs through various statistical and quantitative methods.
• Prepare and manage annual and biennial budgets.
• Formulate and recommend changes to current operating program, budget policies, work flow workflow and practices to assist in guiding the Agency to the most efficient use of operating funds.
• Evaluate and complete division requests for transfer between operating accounts.
• Prepare and process Request for Federal Reimbursements (draws) for assigned grants according to federal and state guidelines and verifies accuracy of grant financials supporting the draw.
• Coordinate and provide training to agency program and finance managers to develop and monitor budget as needed.
• Answer non-routine requests for information on policy interpretation.
• Serve as Encompass module expert to manage Contract, Executive Document Summaries, and Purchases within Program area assigned, ensuring that budget spending plans are maintained within acceptable levels.
• Serve as liaison with OMB, SBA, and other various state funding agencies.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need For Success

Individuals in this role should minimally be able to articulate or demonstrate the following:

• Broad knowledge of finance, accounting, budgeting, and cost control principles, including Generally Accepted Accounting Principles.
• Extensive knowledge of state and federal social service program accounting, budgeting, and applicable laws, policies and procedures.
• Broad knowledge and ability to use automated financial and accounting reporting system, PeopleSoft Financials.
• Extensive knowledge of the agency mission, programs, and administrative policies.
• Ability to analyze financial data and prepare financial reports, statements, and projections.
• Advanced computer skills in Excel, Access, Encompass and Hyperion.
• Excellent problem solving and analytical skills.
• Ability to conduct research, draw logical conclusions, prepare technical reports, and make recommendations.
• Ability to formulate sound recommendations and make appropriate decisions with consideration of potential impact on operations.
• Ability to establish and maintain effective working relationships with all levels of management.
• Ability to take initiative and exercise leadership in recommending overall budgetary and performance improvements to division decision makers.
• Ability to solve complex accounting and auditing problems.
• Ability to maintain confidentiality.

A degree is not required. However, at least 8 years of experience in accounting, auditing, financial analysis, or related experience, including a year of supervisory experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
