Job summary

South Carolina Department of Public Health is seeking a program administrator to oversee the Ryan White Part B EHE and HOPWA initiatives. You will coordinate with the RWB EHE HRSA and HOPWA project officers, manage grant applications, budgets, subrecipient allocations, and reporting requirements.

• A bachelor's degree in business administration, public administration or the social sciences and experience in contracts and grant administration activities.
• Master's degree in a relevant field is preferred and 4 years federal grant administration and implementation work experience.
• Official transcripts or diploma may be requested prior to hiring.

Responsibilities

• Plan, administer, and implement the RWB EHE and HOPWA programs in coordination with Division management.
• Serve as primary contact to HRSA and HOPWA project officers.
• Prepare grant applications and all reporting requirements for RWB EHE and HOPWA.
• Develop budgets, subrecipient allocations, and monitor program expenditures.
• Supervise EHE/HOPWA Program Coordinator and EHE Evaluation Coordinator.
• Write RFGA, MOAs/contracts, and lead implementation of new programs and partnerships.
• Develop policies and procedures for RWB EHE and HOPWA programs.
• Provide technical assistance to subrecipients on all program aspects.
• Monitor subrecipients through budget reviews, reporting, site visits, and meetings.
• Develop Evaluation Plans and Workplans; communicate outcomes to stakeholders.
• Backup for RW Administration Team and RW Services Team as needed.

Education

Bachelor's degree in business administration, public administration or the social sciences
