Job summary

HRG is seeking a Capital Solutions Specialist III to lead funding and financing efforts for municipal and infrastructure clients. You will work with clients, agencies, and internal teams to advance grant, loan, and funding strategies, taking ownership of high‑impact initiatives.

Qualifications

• Bachelor’s degree in a related field as listed.
• 3–8 years of experience supporting funding programs or municipal infrastructure projects.
• Strong written and verbal communication, including advanced technical writing.
• Ability to analyze and synthesize data from multiple sources.

Responsibilities

• Lead preparation and submission of complex state and federal grant applications with minimal oversight.
• Manage PENNVEST applications, settlements, and disbursements with compliance and timeliness.
• Support elements of RACP and other funding programs as applicable.
• Coordinate with funding agencies on active and prospective projects.
• Develop client communications and present funding strategies and requirements.
• Prepare presentations and meeting summaries for stormwater funding projects.
• Review documents and lead development of narratives and funding justifications.
• Perform advanced financial analyses, budgeting and funding scenarios.
• Attend and facilitate client, stakeholder, and agency meetings.
• Provide quality control for grant templates and documentation.
• Mentor Capital Solutions Specialist I and II team members.
