Job summary

Stimulus Technologies is seeking a Project Manager to own grant-funded fiber deployment projects from design kickoff through turnover. You will coordinate design, permitting, construction, testing, and handoff while ensuring strict compliance, funding milestones, and public accountability.

This high-ownership role requires managing complex priorities across engineering partners, contractors, internal teams, and clients.

Qualifications

• High school diploma or GED; bachelor’s degree in project management, construction management, engineering, business, or related field preferred.
• Minimum 5 years of project management experience in telecom, broadband, fiber optic, or utility construction.
• Demonstrated experience managing project budgets, schedules, and contractor/vendor relationships.
• Strong understanding of OSP fiber optic construction phases including design, permitting, mainline build, and drop installation.
• Experience with SOW and contract compliance management for third-party engineering or construction firms.
• Proficiency with project management tools (e.g., Microsoft Project, Smartsheet, or equivalent) and Microsoft Office Suite.
• Excellent written and verbal communication skills for client-facing reporting and stakeholder management.
• Strong organizational skills with the ability to manage multiple concurrent projects and competing priorities.
• Valid driver’s license with the ability to travel to project sites as needed.

Responsibilities

• Develop and maintain the master project schedule covering design, permitting, construction, drop installation, testing, and network turnover milestones.
• Coordinate schedule dependencies across the engineering firm, construction contractors, and in-house crews to ensure alignment and prevent downstream delays.
• Establish milestones and critical path items; identify schedule risks and develop mitigation plans.
• Track and enforce compliance with grant-mandated buildout timelines, reporting deadlines, and program-specific milestones.
• Manage project scope and change control processes; evaluate cost, schedule, and scope impacts of changes before approval.
• Facilitate project kickoff meetings and establish roles, responsibilities, and communication cadences with all stakeholders.
• Monitor the engineering firm and construction contractor performance against SOW, deliverables, and contract terms, coordinating with leadership.
• Develop and manage project budgets; track actual costs against forecasts and report variances.
• Review and approve invoices for accuracy and contract alignment; ensure expenditures are documented for grant reimbursement.
• Maintain organized contract files including SOWs, amendments, change orders, and correspondence.
• Serve as primary client contact for status, deliverables, and issue resolution; prepare regular status reports.
