Job summary

Wolters Kluwer seeks an HR Director, Contingent Workforce to lead strategy, governance, and end-to-end management of staff augmentation, ICs, and SOW engagements across regions and units.

You will partner with Sourcing, HR, Finance, Legal, Risk, IT, and business leaders to ensure the external workforce is cost-effective, compliant, scalable, and aligned with enterprise total talent strategies. Hybrid work model.

Qualifications

• Bachelor’s degree in HR, Business, Supply Chain, Finance, or related field.
• 12+ years in workforce management, contingent programs, procurement, or HR operations.
• 7+ years leading contingent workforce programs at enterprise scale.
• Experience managing MSP and VMS solutions.
• Expertise in contingent labor compliance, worker classification, co-employment risks.
• Experience with supplier contracts, rate cards, and strategic sourcing.
• Strong leadership, analytical, and stakeholder-influence skills.

Responsibilities

• Develop and execute a multi-year contingent workforce strategy aligned with enterprise objectives.
• Lead program governance with executive steering, policy development, and communications.
• Own end-to-end contingent labor lifecycle from demand planning to offboarding.
• Establish global/regional operating standards with jurisdictional considerations.
• Oversee spend, budgeting, forecasting, rate-card governance, and supplier optimization.
• Drive cost savings while preserving worker quality and continuity.
• Manage MSP, staffing suppliers, ICs, and SOW ecosystems; conduct renegotiations.
• Ensure compliance with labor laws, classifications, data privacy, and policies.
• Lead vendor management system strategy and workforce technology adoption.
• Build dashboards with spend, demand, supplier performance, and program adoption.
• Lead the contingent workforce team and advise senior leaders on market conditions.
