Job summary

Wolters Kluwer is seeking an HR Director, Contingent Workforce to own strategy, governance, optimization, and execution of the organization’s contingent workforce program. The role leads end-to-end staffing including staff augmentation and SOW engagements across the United States and applicable regions.

You will partner with Sourcing, HR, Finance, Legal and IT to ensure a cost-effective, compliant, scalable external workforce aligned with total talent strategies.

Qualifications

• Bachelor’s degree in Human Resources, Business, Supply Chain, Finance, or a related discipline.
• 12+ years of progressive experience in workforce management, contingent workforce programs, procurement, or related fields.
• 7+ years leading contingent workforce programs at enterprise scale.
• Experience managing MSP and VMS solutions.
• Proven expertise in contingent labor compliance, worker classification, and co-employment risk.
• Experience overseeing contingent labor spend, supplier contracts, and strategic sourcing.

Responsibilities

• Develop and execute a multi-year contingent workforce strategy aligned with enterprise objectives.
• Lead governance, policy development, and stakeholder communications for the contingent workforce program.
• Own end-to-end contingent labor lifecycle from demand planning to offboarding.
• Oversee MSP, staffing suppliers, and SOW suppliers with cost, risk, and performance management.
• Ensure compliance with labor laws, worker classification, and data privacy across geographies.
• Build dashboards and analytics to monitor spend, demand, supplier performance, and adoption.
