Wolters Kluwer seeks an HR Director, Contingent Workforce in the United States to lead strategy, governance, and end-to-end management of staff augmentation and independent contractor engagements across regions.

You will partner with Sourcing, HR, Finance, Legal, Risk, IT, and business leaders to ensure cost-effective, compliant, scalable external workforce aligned with enterprise talent strategies. Hybrid with onsite days required.

Qualifications

• 12+ years of progressive experience in workforce management, contingent workforce programs, procurement, or related fields.

Responsibilities

• Lead multi-year contingent workforce strategy and roadmap aligned with enterprise objectives.
• Oversee end-to-end contingent labor lifecycle from demand planning to offboarding.
• Govern program with executive steering, policy development, and change management.
• Ensure compliance with labor laws, classification, tax, and risk controls.
• Manage MSP/VMS, supplier ecosystem, and contract negotiations with Legal/Procurement.
• Build dashboards and analytics to track spend, demand, supplier performance, and program adoption.
