Job summary

North Texas Municipal Water District (NTMWD) is seeking a GIS Analyst to advance our GIS capabilities, support staff and consultants, and develop data-driven solutions for district-wide projects. The role emphasizes ArcGIS technology, data integrity, and process documentation.

The position involves creating dashboards, supporting field data collection, UAV projects, and producing reports for Board presentations. Strong collaboration and the ability to learn new systems quickly are essential.

Qualifications

• Bachelor's degree or higher in GIS, Geography, Urban Planning, Environmental Studies, or related field.
• 2+ years of experience with ESRI's ArcGIS suite (v10.0 or newer).
• 2+ years combined experience with GIS, asset management, ERP, HRIS, CRM or relational databases and ad-hoc reporting tools (SQL).
• Strong familiarity with ArcGIS Desktop, ArcGIS Pro, AGOL and ArcGIS Enterprise.
• Experience with data quality, documentation, and creating dashboards/reports for multiple departments.

Responsibilities

Job Description Summary

Under the direct supervision of the GIS Supervisor, this position works with staff, customers and consultants to gather, validate, implement requirements, and provide solutions using ESRl-software with a focus on new and emerging GIS technology. This role will provide expertise in the development of the District’s GIS capabilities to meet strategic goals within tight deadlines, and by offering ongoing support and improvements to GIS project workflows and documentations.

Job Description

• Maintains database information including, but not limited to, File Geodatabases, SDE databases, SQL databases, asset management system (Maximo) records.
• Works with and supports GIS applications in various industries/specialties including engineering design & projects, water & wastewater pipeline infrastructure, solid waste infrastructure, telecommunications and facilities/asset management.
• Assists with basic training and technical support to end users regarding GIS and related hardware and software operations.
• Aids in documenting current business processes and models.
• Performs spatial and tabular analysis for data quality assurance in GIS and integrated data repositories.
• Participates in field data collection and UAV flight projects.
• Conducts geospatial analysis using ArcGIS software, extensions, and online enterprise services.
• Compares engineering design plan sets or construction “As Builts” with current or newly collected GIS data.
• Prints out large maps and district documents using a plotter and can troubleshoot printing errors.
• Assists in developing, writing and updating SOPs from the design of GIS workflow solutions.
• Creates system-wide maps, applications, data visualization and custom reports for special projects.
• Creates exhibits for Board and Committee presentations with specific customer parameters with quick turnaround times.
• Develops visualizations that tell an effective data story to key business decision makers and board members.
• Maintains best practices for GIS solutions deployment per District standards.
• Performs geospatial analysis for a wide range of requests using data in different formats and from various sources; geocodes and converts these data to GIS format as needed.
• Verifies the collected data is within required quality standards; performs data editing and quality control review of GIS layers.
• Maintains the quality of GIS data by adding, modifying, and deleting asset data.
• Develops simple meaningful dashboards and reports for customers working within multiple departments.
• Fields incoming requests from end-users to resolve application and software issues within servers, geodatabases, and other GIS-related mission-critical appsystems.
• Identifies and learns appropriate software applications used and supported by the organization.
• Assists in creating and maintaining ArcGIS Server web services consumed by various GIS applications.
• Participates in the design, development, and delivery of GIS software applications training programs and individual end-user support.
• Designs and deploys GIS web applications for District employees or outside consultants to help manage GIS access privileges, data security, and backup/recovery procedures.
• Performs other duties as assigned.

Job Requirements

Bachelor's degree, Graduate Certificate or equivalent experience in GIS, Geography, Urban Planning, Environmental Studies, or related field.

Two or more years of experience with ESRl's ArcGIS suite of software, version10.0 or higher.

Two or more combined years of experience working with GIS, EAMS, CMMS, ERP, HRIS, CRM or using relational databases, data retrieval, and ad-hoc reporting tools (SQL and SQL Reporting Services).

Knowledge, Skills & Abilities

• Familiarity with GIS applications in planning, public policy or related intergovernmental processes.
• Familiarity with ArcGIS Desktop, ArcGIS Pro, AGOL and ArcGIS Enterprise.
• Fundamental knowledge and skill in the operation of GIS equipment, including computer hardware, plotter/printer setup, GPS, etc.
• Ability to read and interpret technical information, construction plans and complex maps.
• Knowledge of Python, SQL, HTML5, JavaScript languages and APIs for developing scripts and custom applications preferred, but not required.
• Knowledge of Microsoft SQL Server Management Studio & Microsoft 365 product suite preferred but not required.
• Knowledge of Asset Management software, such as Maximo, Cityworks, AssetWorks, Cartegraph, etc. preferred but not required.
• Excellent customer service and interpersonal skills.
• Ability to communicate effectively with people at varying levels of computer literacy, including technical staff and non-technical users.
• Ability and willingness to quickly learn new technologies and software, at times without formal training.
• Ability to manage basic projects through analysis of requirements, priority and task management, collaboration, ongoing communication, and a drive to deliver quality solutions.

Environmental & Physical Working Conditions

Driving a District vehicle for business may be required. Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle - appropriate driver' s license of their resident state. Work conditions may vary from indoor to outdoor. Outdoor activities may involve exposure to hot, cold, dusty, dirty, and/or noisy conditions. Activities may require sitting, standing, walking, bending, crawling, climbing, kneeling. Must be able to lift up to 30 pounds. This position may be required to occasionally visit NTMWD facilities.

Compensation Range $33.11 - $49.00 Compensation Grade 30
