Job description

General Maintenance Mechanic III – Ft. Detrick, Maryland

The General Maintenance Mechanic III shall maintain comprehensive knowledge of mechanical equipment, engineering principles, HVAC, plumbing, and heating systems. Performs a variety of duties including facilities maintenance and repairs, door, lock and hardware installation, painting, expansion joints, wall, ceiling and flooring repairs, carpet and furniture installation, and minor electrical and sheet metal repairs.

DESCRIPTION OF RESPONSIBILITIES
  • Performs minor repairs to concrete block walls, gypsum board and fire‑retardant panels. Ensures application of coating materials by brushing, rolling and spraying, using coating materials that are prepared according to specific directions and by application of coating techniques that ensure surfaces are fully coated,
    protected, and free from drips and runs.
  • Will apply epoxy floor coatings for minor repairs, pours wet concrete into forms; spreads and levels; smooth's and finishes using trowel and float.
  • Plans and lays out work utilizing blueprints or layout sketches when provided; determines tools required and estimates necessary materials.
  • Performs work in bio‑containment suites (BSL‑3 and BSL‑4) in the presence of highly hazardous infectious agents and toxins and is required to participate in Bio‑surety Personnel Reliability System. Performs work in animal facilities and is required to be Hepatitis B negative and TB tested every 6 months. Shall qualify
    for and remain enrolled in the Biological Personnel Reliability Program (BPRP) in place at USAMRIID in accordance with Department of the Army's AR 190‑17 and local policies and regulations. Will follow all safety standards in accordance with the Department of the Army's DA‑PAM 385‑69 and (Perpetual). Enroll in Formaldehyde Program for personnel working with formaldehyde or forms of formaldehyde such as paraformaldehyde and formalin per 29 CFR OSHA 1910.1048. FTE enrolled in the Formaldehyde Program must physically be able to perform strenuous work while wearing full formaldehyde PPE. Work to include but not limited to; Preparation and decontamination of BSL3 and BSL4 airlocks, preparation and decontamination of BSL3 and BSL4 HEPA filter housing, cleaning airlocks and penthouse spaces after decons as well as airlock washdowns. Perform HEPA Filter Housing Certifications.
  • Shall work independently in the absence of supervision. Requires a sound and broad knowledge of the general maintenance mechanic trade; ability to read and work from blueprints, specifications, sketches, orders, either written or oral and to use arithmetic or practical mathematics; a working knowledge of the trade gained through practical experience in order to lay out work and solve problems independently.
  • Operates and maintains wood‑working and sheet metal machinery satisfactorily. Must have knowledge of standard surface preparation and coating methods and techniques. Shall have skill in the use of such tools and equipment as scrapers, wire brushes, putty knives, sandpaper, paint brushes, rollers, spray guns,
    etc. Shall be able to use such hand tools as hammers, rip and cross‑cut saws, chisels, braces and bits, and planes; operates power equipment such as power saws, planers, and jointers.
  • Have a comprehensive knowledge of the work methods, sequences and techniques of cement work.
  • Assures that work assignments, procedures, sequence, methods, and deadlines are completed on time. Overall work operations are reviewed for status and progress causes of delays and other problems.
  • Shall maintain technical competency of repairing, replacing and adjusting doors and door jambs, electrical components, lightbulbs, cabinets, fabricate wall plates, grates, strainers, sheet metal boxes and lids, interior/exterior signage and wall brackets.
  • Normally works directly with the requestor for the duration of the assignment (although requests may come through the TPOC/Facility Management Office/COR) and is responsible for independently planning and carrying out the assignment based on an understanding of the purpose and use of the end item. TPOC assigns work orally or through work orders. Incumbent determines the kind and type of materials and tools which will be needed to complete the assignment and makes the selection of materials and equipment and substitutes on own initiative. Fitting and installing require close attention to specifications, blueprints, and sketches without assistance or supervision, except on the most complicated projects. TPOC checks completed work to insure that accepted trade standards are met.
  • Shall perform after‑hour, emergency call back, and variable work schedules as required. Response time for call‑ins shall be within one hour of notification.
  • Performs other duties as assigned. Assists others in some assignments; however, is expected to carry out others independently. Informs TPOC of status of assignments and may request guidance or help when problems beyond his capabilities are encountered. Will comply and enforce all safety standards governed by regulation and OSHA. Workload will usually involve an average of 37 unscheduled and scheduled work requests per month worked in part or whole, including assessment, coordination, action, troubleshooting, identifying required repair parts and completing paperwork for DMLSS tracking.
  • The technicians shall perform on‑site inspections as assigned, interpret blue prints for accuracy, confirming specifications, conducting visual and measurement testing, reviewing operation manuals, maintenance plans and procedures, identifying critical parts, develops operational procedures, standing operating procedures and inputting data into database. Technician shall document any discrepancies and report them back to the TPOC, Facility Management Office, and COR.
  • Other duties as assigned by supervisor.
REQUIRED DEGREE/EDUCATION/CERTIFICATION
  • High School Diploma or equivalency
REQUIRED SKILLS AND EXPERIENCE
  • Five plus (5+) years’ experience
  • Comprehensive knowledge of mechanical equipment, engineering principles, HVAC, plumbing and heating systems.
  • Operate and maintain wood‑working and sheet metal machinery satisfactorily.
  • Must have knowledge of standard surface preparation and coating methods and techniques. Must have skill in the use of such tools and equipment as scrapers, wire brushes, putty knives, sandpaper, paint brushes, rollers, spray guns, etc.

REQUIRED CITIZENSHIP AND CLEARANCE
  • Must be a US Citizen.
  • Must be able to obtain/maintain BPRP status and BSL‑3/4 access in accordance with AR 190‑17 and local policies.
  • Must be able to obtain/maintain a DoD SECRET clearance.
