To assist in the day-to-day operation, maintenance, and construction activities of the Public Works Department; assign and supervise the work of a crew(s) performing Racine County highway and park maintenance or construction work, with an emphasis on State work including I-94, as a working foreman to perform related work as required.
- To be the backup to the Assistant Superintendent and Operational Supervisor in their absences.
- To communicate effectively and conduct meetings with subordinates, discussing plans for the day or work zone setups.
- To always communicate effectively and efficiently, keeping supervisors well-informed.
- To be organized and to complete assigned projects thoroughly.
- Assist in directing year-round emergency maintenance.
- Assign and direct crew(s) performing highway and park maintenance and construction work, including planning the necessary equipment and materials.
- Emphasis on State I-94 maintenance.
- Emphasis on County and State bridge maintenance.
- Operate equipment used in highway and park construction and maintenance work.
- Be able to read a transit and prepare maintenance and construction grades.
- Assist in directing snowplow operations.
- Plow snow and salt/sand icy roads and parking lots.
- Plan work zone signing, tools, and materials for projects.
- Request required materials.
- Maintain and record use of labor, machinery, and materials; complete foreman reports; keep detailed notes of projects (using Cartegraph software); and create project lists for future planning.
- Interpret plans, drawings, and maps.
- Coordinate with proper authorities regarding underground utilities.
- Prepare for and call in hot lines for scheduled work.
- Perform minor repairs on machinery and equipment.
- Perform any other job duties as assigned.
Supervision Received
Receives supervision from the Highway Assistant Superintendent, Operational Supervisor, and the Highway/Park Superintendent in the Public Works Department.
- High School Diploma or GED equivalent.
- Experience in related highway signing work.
- Valid Wisconsin Commercial Driver's License.
- Prompt and regular attendance.
- *Or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities.
Minimum Qualifications and Skills
- Considerable knowledge of methods, materials, and equipment used in maintenance, grading, excavation, paving, concrete, and construction work.
- Knowledge of setting up and maintaining work zones.
- Ability to estimate quantities of necessary materials.
- Ability to set grades.
- Ability to supervise and assign a crew of employees.
- Ability to operate and supervise various highway and park equipment.
- Ability to maintain records and generate reports.
- Effective communication skills with the public and team.
- Ability to follow oral and written instructions.
- Knowledge of occupational hazards and safety precautions.

- Continuous (67-100%) of workday: standing, hearing, vision, lifting, carrying, pushing/pulling objects up to 10 pounds, handling, and fingering.
- Frequent (34-66%) of workday: walking, stooping, climbing, balancing, bending, reaching, feeling, talking, lifting, carrying, pushing/pulling objects up to 20 pounds, medium handling.
- Occasional (1-33%) of workday: sitting, kneeling, crouching, climbing ladders, lifting objects over 51 pounds with assistance.
