Qualifications

Job description

Apogee Solutions, a Woman-Owned Small Business, is seeking a full-time Force Management Analyst to support the Army National Guard (ARNG) Force Generation (FG) Division at Temple Army National Guard Readiness Center (TARC), Arlington Hall Station, Arlington, VA. Qualified candidates must have a SECRET clearance.

The ARNG FG Division is responsible for data management within Army systems of record (e.g., Army Synchronization Tool), operational readiness analysis, organizational assessments, and technical support for over 4,900 ARNG units within the 54 States and Territories. Apogee Solutions supports the Force Management (FM) process through reviews, studies, analysis, assessments, and functional expertise, encompassing conceptual development, capabilities requirements generation, Force Development, Organizational Development, Force Integration Functions, and Force Accounting of resources within the Department of Defense.

The primary objective of this effort is to ensure the integrity, accuracy, and currency of the Army system of record, the Army Synchronization Tool (AST) regarding training events, exercises, sourcing notifications, and scheduled deployments. This support enables the ARNG to maintain continuous visibility into unit readiness, effectively plan the Global Force Management Allocation Plan (GFMAP), and develop a data-driven ARNG readiness strategy. The Force Management Analyst must provide advisory data and analytical reporting to assist Government decision-makers in planning and executing the GFMAP and the ARNG readiness strategy.

In support of Strategic Global Force Management, the Force Management Analyst will:

  • Provide a consolidated weekly analysis of ongoing force generation initiatives, AST system status, and friction points.
  • Evaluate the outcomes, impacts on ARNG policies, and action items driven by strategic engagements such as Large Scale Mobilization Operations (LSMO)forums and Army Guard Synchronization & Resourcing Conference (AGSRC).
  • Synthesize mission-critical updates into a weekly division situation report (SITREP) to provide situational awareness of ARNG FG operations to senior leadership.
  • Provide a comprehensive monthly analysis of overall program health, strategic document staffing, and long-range integration efforts.
  • Provide enterprise-level analysis to support government adjudication and government execution of all necessary documentation for the Enterprise Task Management Software Solution (ETMS2), including maintaining the consolidated remarks matrix (CRM) for government oversight and coordinating supporting documents with government officials.
  • Serve as the primary subject matter expert to support ARNG force generation and manage the ARNG integration of the AST, the Army’s Continuous Transformation and Readiness Model (CTRM) database of record, by analyzing and inputting force generation, modernization, collective training, and mobilization data, ensuring the system reflects accurate ARNG unit lifecycles.
  • Conduct weekly technical synchronization with the AST program manager to evaluate system capabilities, troubleshoot integration friction, and ensure AST effectively supports ARNG force generation requirements.
  • Serve as the Subject Matter Expert for ARNG on the AST Integrated Product Team (IPT), providing analysis and recommendations to the designated government official regarding ARNG equities for proposed system changes for government implementation.
  • Participate in bi-weekly AST working groups, analyzing technical requirements and submitting strategic equities to FG Division leadership support system alignment with operational needs.
  • Evaluate and manage the ARNG’s CTRM force generation model, including facilitating complex semi-annual reviews of all 54 State Joint Force Headquarters (State-JFHQ) to ensure alignment with long-range CTRM strategies.
  • Synthesize operational data to engineer, update, and maintain ARNG Force Pool Synchronization Calendars (FPSC), ensuring quarterly accuracy or rapid realignment following strategic changes.
  • Conduct predictive analysis across operations, training, deployments, and modernization events to identify strategic conflicts, proactively briefing ARNG FG and staff divisions on identified friction points and recommend mitigation strategies.
  • Critically evaluate the monthly unit readiness cycle in accordance with AR 525-29, providing strategic recommendations to ARNG leadership to ensure HQDA-approved readiness requirements are achieved.
  • Conduct detailed data validation of the ARNG force structure within the AST data file against the Army Command Plan (ACP), identifying structural discrepancies, developing corrective solutions, and reporting weekly findings.
  • Integrate into weekly CTRM Operational Planning Teams, providing high-level program analysis and documenting strategic decisions and operational impacts.
Required Experience
  • U.S. Citizen with a DOD SECRET clearance
  • Minimum of a Bachelor’s degree in Business, Economics, Mathematics, or related field of study
  • Graduate of Army FA50 Force Management Qualification Course (Q-Course), highly preferred
  • Five years of Army strategy related experience and knowledge including knowledge of National, DoD, and Army strategic processes working across the entire ARNG Force Management process
  • Experience with Structure and Manpower Allocation System (SAMAS) extract files, Force File, U.S. Army Force Management Support Agency extract files, Reserve Component Management System (RCMS), Army Organization Server (AOS) and Force Structure Reporting (FSR) databases
  • Knowledge of both the Operational and Institutional Army and ARNG, including knowledge of Army institutional processes, organizations, and systems for change management
  • Functional knowledge of Army institutional processes and organizations for developing, assessing, integrating and sustaining new capabilities for the future force with an emphasis on Force 2027 & Beyond efforts
  • Functional knowledge of the ARNG to include Component 2 (COMPO 2) and command and staff processes
  • Knowledge of the relationship between ARNG, Army, Joint, and DoD institutional processes
  • Proficiency in DOD tasking systems such as CATMS and ETMS2
  • Advanced proficiency with groupware applications (e.g., SharePoint, MS Teams) and the Microsoft Office Suite (e.g., Excel, Word, PowerPoint., etc.), especially Microsoft Excel
  • Ability to work independently, under tight deadlines at times
